Organizational Unit Overview
The Department of Addictions and Rehabilitation Studies ( DARS) at East Carolina University began in 1967 with a degree in Rehabilitation Counseling. The first students graduated in 1969. Currently, the department has the following degree programs: B.S. in Rehabilitation Services, M.S. in Clinical Counseling with an emphasis in addictions, M.S. in Rehabilitation Counseling, and Ph.D. in Counselor Preparation and Research; both master's programs and the doctoral program are CACREP-accredited. DARS also supports a faculty-directed, student-operated counseling clinic called the Navigate Counseling Clinic. The Navigate Counseling Clinic and funded research projects provide mental health, addiction, rehabilitation, and employment counseling services to individuals in eastern NC. Engage ENC is a grant-funded, clinical program under the Navigate Counseling Clinic.
Job Duties
For the Engage Eastern NC: Capacity Expansion grant, the Project Coordinator will be responsible for overseeing the day-to-day operations and coordinating project activities (85% of role) while also providing direct counseling support to clients (15% of role). This position ensures smooth project operations, adherence to objectives, and quality service delivery.

45% This position will be responsible for coordinating and assisting the Project Director in accomplishing project initiatives such as:

  • Develop standard operational procedures related to clinical and outreach activities.
  • Assess program data to ensure outreach and health education services for SUD/COD populations meet the standards set by the Substance Abuse and Mental Health Services Administration (SAMHSA).
  • Develop marketing materials to promote the program to community stakeholders.
  • Organize and facilitate project meetings and outreach events.
  • Ensure accurate and timely data collection, and work with the Project Director to complete required reporting to SAMHSA and various stakeholders.


20% Supervise and direct clinical mental health and addictions counseling services and outreach services.

20% Develop and maintain strong community partnerships within the project catchment area to support program goals.
15% This position will also be responsible for counseling services, such as:

  • Provide direct assessment, treatment planning, mental health and addictions counseling, and case management services.
  • Maintain confidential client records.

Contingent upon the availability of funds.
Minimum Education/Experience

  • MS in Counselor Education or related field and two years of related professional experience in a counseling setting.
  • NC licensure as a Clinical Mental Health Counselor.
  • Excellent communication skills.
  • Must have knowledge of project planning methodologies such as critical path planning and database/spreadsheet/word processing software.

License or Certification Required by Statute or Regulation
NC licensure as Clinical Mental Health Counselor
Preferred Experience, Skills, Training/Education

  • Doctoral preparation in Counselor Education or a related field.
  • NC licensure as a Clinical Mental Health Counselor Supervisor.
  • NC licensure as a Clinical Addictions Specialist.
  • NC certification as a Certified Clinical Supervisor.
  • Grant management experience.
  • One year of experience as a counselor providing substance use disorder treatment.
  • Excellent leadership skills, planning and organization skills, and problem-solving skills.
  • Ability to accurately review and complete detail-oriented information.
  • Ability to conceptualize and organize project planning processes and take responsibility with minimal supervision.
  • Ability to work with a wide range of professionals
  • Strong organizational, analytical, and planning skills.
