Overview
Modern Technology Solutions, Inc. (MTSI) is seeking an experienced Small Business Liaison Officer (SBLO) to lead and expand our corporate Small Business Program in compliance with Federal Acquisition Regulation (FAR) 52.219-9, DFARS 252.219-7003, and related small business regulations. The successful candidate will serve as a key advisor to capture, proposal, and contracts teams, driving compliance, fostering meaningful small business partnerships, and advancing MTSI's commitment to small business utilization and diversity.
Responsibilities:
*Develop and manage MTSI's Small Business Program, ensuring compliance with federal regulations, corporate goals, and customer-specific requirements.
*Draft and negotiate Small Business Participation Plans (SBPCs) and Individual Subcontracting Plans (ISPs) for proposal and contract efforts, ensuring accuracy, compliance, and alignment with corporate goals.
*Lead outreach and engagement with small business trade associations, procurement and business development organizations, conferences, and trade fairs to identify qualified small businesses.
*Collaborate across industry and government, maintaining strong relationships with peer SBLOs, APEX Accelerators, SBA representatives, and other government assistance organizations.
*Maintain accurate small business performance data and prepare, validate, and submit required federal reports, including:
oIndividual Subcontracting Reports (ISR) - Semi-Annual
oSummary Subcontracting Reports (SSR) - Annual
*Provide internal training and guidance to subcontract administrators, program managers, and business development staff on small business goals, regulations, and subcontracting requirements.
*Monitor subcontracting performance and assist programs in achieving or exceeding established small business utilization goals.
*Monitor and interpret regulatory changes impacting small business policy, particularly updates under the ongoing FAR and DFARS modernization initiatives and assess their implications for subcontracting, reporting, and compliance. Develop and recommend policy or procedural updates to ensure MTSI's continued compliance and competitiveness.
*Support continuous improvement of processes, templates, and reporting tools to streamline small business compliance and enhance audit readiness.
Qualifications
Required:
*Bachelor's degree in Business, Supply Chain, Communications or related field (or equivalent experience).
*Minimum of 5 years of progressive experience in federal contracting, subcontract administration, or small business compliance.
*Current or previous Small Business Liaison Officer (SBLO) designation within an approved Small Business Program.
*Demonstrated experience authoring compliant Small Business Participation Plans and ISPs for DoD or federal proposals.
*Strong knowledge of FAR Part 19, DFARS 219, and reporting requirements under the Electronic Subcontracting Reporting System (eSRS), including form SF-294.
*Excellent communication and interpersonal skills, with ability to engage internal stakeholders and external partners effectively.
*Proven ability to manage multiple priorities under tight deadlines

Preferred:
*Experience supporting a CPSR-approved purchasing system.
*Prior experience working with DoD, DHS, or other large federal prime contracts.
*Active participation in NDIA, NVSBC, WBENC, APEX Accelerators, or similar industry organizations.
Location: Remote with occasional travel
