STORMWATER AND WASTEWATER COORDINATOR
DEPARTMENT OF PUBLIC WORKS
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Stormwater and Wastewater Coordinator for the Sewer Operations Division within the Department of Public Works. Under the direction of the Assistant Director of Sewer Operations, the position will lead the development and implementation of the stormwater management program and oversee a staff of engineers dedicated to that program within the Sewer Operations Division of the Department of Public Works (DPW). The Stormwater and Wastewater Coordinator will also play a key role in wastewater collection system regulatory compliance and in planning for improvements to the City's sewer infrastructure and receiving waters.

ESSENTIAL ELEMENTS:



  • Supervise and provide daily oversight of assigned staff.
  • Prepare regulatory compliance reports for submittal to state and federal agencies.
  • Review pertinent regulations and permits and recommending procedures to meet regulatory requirements.
  • Assist in the review of new legislation, regulations and policies affecting stormwater and wastewater management.
  • Conduct or participate in research efforts on matters related to stormwater and wastewater management.
  • Prepare reports including but not limited to the stormwater annual report, toxicity reports, monthly SSO reports, overflow and DMR reports.
  • Implement public outreach and education efforts related to wastewater and stormwater systems.
  • Assist in the development of environmental programs at DPW.
  • Conduct presentations on related topics at public meetings, hearings and professional conferences.
  • Oversee implementation of the Storm Water Management Plan.
  • Maintain stormwater and wastewater databases containing bacteria sampling results, outfall screening results, stormwater maintenance tracking, root control, CCTV and other work order related data.
  • Analyze data related to stormwater and wastewater systems.
  • Implement use of new technologies to assist Sewer Operations in data collection and management including CMMS and iPad/tablet applications.
  • Plan the stormwater program for the year, including planning the prioritization of outfall investigations, planning the upcoming CCTV contract scope of work, planning all sampling efforts and data gathering report writing.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:



  • Understanding of the design, operation, and maintenance of stormwater and wastewater collection systems.
  • Knowledge of federal and state environmental regulations (e.g. NPDES, MS4 permits, Clean Water Act) and ability to prepare compliance reports.
  • Skilled with GIS software for mapping and analysis.
  • Ability to manage databases and CMMS systems.
  • Ability to implement and use modern field data collection tools.
  • Ability to manage multiple projects simultaneously, meet deadlines, and coordinate across departments.
  • Skilled in developing and delivering community education and engagement programs related to stormwater and wastewater.
  • Ability to supervise both direct and indirect team members.
  • Excellent verbal and written communication skills.
  • Computer proficiency, particularly with Microsoft Office Suite.
  • Regular onsite attendance is required.


MINIMUM REQUIREMENTS:



  • Bachelor's degree in science, engineering, or an environmental field.
  • Five (5) years of practical working experience in a stormwater or wastewater related position.
  • Proficient with computers, including proficiency with Microsoft Office Suite.
  • Excellent written and verbal communication skills.


PREFERRED QUALIFICATIONS:



  • Master's degree in science, engineering, or an environmental field.
  • Eight (8) years of practical working experience in a stormwater or wastewater related position.
  • Two (2) years of experience using GIS software.
  • Possession of a collection system operators Grade 1 certification.
  • Possession of a collection system operators Grade 4 certification.


HIRING SALARY RANGE: $100,516 - $109,408 annually, full-time, exempt, with an excellent benefits package.
FULL SALARY RANGE: $100,516 - $118,278 annually.
