Job Duties
The Training Specialist performs classroom and behind-the-wheel training on commercial passenger carrying vehicles and passenger vans to include but not limited to, new hire commercial operator training in compliance with Federal Motor Carrier Safety Administration ( FMCSA) Entry-Level Driver Training ( ELDT) standards, training for new hires with commercial driver license ( CDL) experience, remedial training, new equipment familiarization training, refresher training, on-going operator development, defensive driver training, and presentations at departmental safety meetings. The Training Specialist will also safely operate a 45-foot passenger motorcoach transporting ECU Athletics, departments, organizations, student groups, and other affiliated groups both in state and out of state ranging from single day trips to several nights out of town. This position reports to the Training and Compliance Manager to ensure compliance with training standards and the efficient delivery of safety and training programs.

Training (70%):
The ability to guide others and develop skills and/or knowledge that will enhance the capability. Design, develop, and deliver training.

  • Thorough knowledge of the Transit Department, Campus Living, Student Affairs, and ECU the mission, vison, and values. Understand the operations and procedures within the Transit Department and knowledge, skills, and experiences as a commercial operator and the ability to share these effectively with new hires and students obtaining a commercial driver license.
  • Ensure new student commercial driver operators are thoroughly trained in the safe and efficient operation of transit buses in compliance with Federal Motor Carrier Safety Administration Entry-Level Driver Training standards. Training requires 80 hours per student of hybrid classroom, field, and behind the wheel instruction with an 80% pass rate for successful completion. The trainer must certify to the FMCSA that each student is in full compliance with Federal Motor Carrier Safety Administration Entry-Level Driver Training standards.   • Provide driver training to newly hired and current motorcoach operators to include safe vehicle operating skills, defensive driving, vehicle maintenance and inspections, baggage storage, trip planning, hours of service, fit for duty, and customer service.
  • Ensure that all trainees are well-trained on all vehicle types and all routes with a mix of instructional videos, classroom instruction, field work, and behind the wheel driving. Bus familiarization is done throughout training and sessions are required for learning the fixed routes provided during fall, spring, and summer.
  • Monitor the progress of trainees to ensure proper training. Ensure all employee training records are in compliance with training standards, FMCSA guidelines, and university records retention procedures.
  • Provide training for new trainers in compliance with FMCSA requirements. New trainers must complete a training program to be certified to provide ELDT instruction. New trainers are trained using videos, classroom instruction, field work, shadowing, and behind the wheel driving.
  • Perform new equipment familiarization and refresher training. As the department receives new equipment the trainer must develop and deliver training materials to ensure its safe operation and that the operator fully understands the functions and features. Refresher training is on-going and includes topics such as customer service, defensive driving, being fit for duty, drug and alcohol regulations, compliance with The Americans with Disabilities Act, use of ADA securements, securing bikes and other mobility devices, pre-trip and post trip inspections, skills course obstacles, and many other applicable topics.
  • Provide on-going operator development including ride check evaluations, coaching, and classroom instruction. Trainers will meet with operators to discuss continual improvement.
  • Develop lesson plans and training schedules. Accurately and completely provide documentation on strengths and areas for improvement for trainees and on-going training. Adjust training type to best meet the learning needs of each student. Complete all required documentation in accordance with procedures. Keep complete and accurate records and participate in audits as required by federal, State and university standards.
  • Maintain and enforce safety standards for all trainers, trainees, and operators.
  • Assist with random drug testing for CDL operators in compliance with FMCSA standards.


Technical Knowledge, Health & Safety Compliance, Customer Service (20%):
Knowledge and skills in passenger transportation. Understanding of policies and procedures to ensure health and safety. Develop and maintain strong relationships with customers.

  • Knowledge of the mechanical operation of motorcoach, transit bus, cutaway bus, and passenger van. Successfully complete a FMCSA pre-trip and post trip safety inspection on all vehicle types including proper documentation. Understanding of mechanical parts and systems and how each component works to ensure the safety operation of the bus or van. Non-compliance results in fines, citations, and the vehicles being deemed out of service until the vehicle and/or operator are safe and legal to operate.
  • Knowledge of FMCSA hours of service regulations for passenger carrying vehicles. Hours of service regulations strictly dictate the hours a professional operator can be on duty and driving before being off duty for rest. Federal regulations govern daily and weekly hours of service for commercial operators.
  • Safely operate a motorcoach in revenue service. Engage in advanced trip planning, route selection, and daily itineraries for safe and efficient transport of passengers. The training specialist will work closely with the Transit Charter Manager and the group to finalize travel plans. Planning requires calling ahead to hotels, airports, cities, and destinations to secure a room, parking, permits, escorts, and/or any other need associated with the trip. Advanced trip planning will include studying road maps, satellite maps, state by state guidance for the operation of commercial vehicles, parking restrictions, engine idle laws, commercial vehicle inspection guidelines, special permitting, and preparation of supplies that will be needed all to develop a trip plan, associated documentation, and supplies needed for a safe and efficient experience for the customers.
  • Safely load passengers and baggage in accordance with weight and balance guidelines. Ensure the vehicle is fully stocked with supplies, safety equipment, cleaning and sanitizing supplies, and repair parts and tools should breakdowns occur as appliable by vehicle type.
  • Independently make decisions and adapt to everchanging road, traffic, parking availability, weather conditions as well as requests from the passengers. Will comply with all commercial vehicle regulations, restrictions, and local rules when changes in route and itinerary are needed.
  • Responsible for the safety and security of the university owned asset as well as the safety and well-being of the group while traveling. Must possess and exercise skills and ability to minimize risk, maintain conditions that ensure health and safety, all while providing a high level of customer service and excellence for the customers.
  • Develop and maintain effective relationships within and outside of the organization. Must deal calmly and in a professional manner with difficult situations and customers all while being respectful. The training specialist is an extension of the department, unit, division and university and must serve as an ambassador for the values of ECU while on the road.
  • Maintain all required documentation prior to, during, and at the conclusion of each run or trip. Several forms of documentation are required by federal regulation, the department, and the university. These records include but are not limited to pre-trip and post trip inspections, hours of service, timekeeping, mileage, fuel receipts, hotel receipts, parking receipts, maintenance items, itineraries, passenger manifest, baggage manifest, vehicle inventory and other documentation that may be required.
  • Responsible for ethical and compliant university purchasing using an assigned Procard for expenses related to travel, lodging, and vehicle cleaning and maintenance. Must complete expense reports and submit proper documentation.

Professional Knowledge (10%):
Knowledge of a designated level of professional skills in training. The ability to stay abreast with current trends and tools in the development of training.

  • Remain up to date with Entry Level Driver Training (ELDT) requirements in accordance with FMCSA guidelines.
  • Remain up to date on Federal Motor Carrier Safety Administration (FMCSA) regulations, procedures, and guidance related to passenger carrying vehicles.
  • Understand enforcement guidelines and State by State regulations that impact passenger carrying vehicles. Work closely with the Special Transportation Services Unit to ensure compliance.
  • Research and develop new training techniques and methodologies.
  • Serve as a resource to provide employees with expert information on the safe operation of equipment.
  • Work in cooperation with the Special Transportation Services Unit, Operations Unit, and other management for continuous development, review, and adjustment of the policies, procedures, and goals of the organization.

Minimum Education/Experience
Bachelor's degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

  • Experience operating a 45-foot passenger motorcoach in charter service.

License or Certification required by the Department

  • Per FMCSA guidelines, must have a valid Commercial Driver License, Class A or B, with passenger endorsement and no air brake restriction.
  • Must have a valid Medical Examiner's Certificate (Medical Card).
  • Must have TAPTCO, Transit and Paratransit Company, trainer certification or have the ability to complete the training program in the first 90 days of employment.
  • Must meet all Federal Motor Carrier Safety Administration (FMCSA) qualifications to administer Entry-Level Driver Training.
