Basic Function
Oversees multiple aspects and activities of the Health, Safety and Security Department and ensures compliance with all applicable local, state and federal safety laws and regulations.
Job Duties

  • Provides strategic direction for the ongoing health, safety and security of the facility
  • Ensures compliance with current and future standards, regulations, laws and directives for the safe operation of the plant
  • Supervises work activities of safety, health, security, emergency response, medical and training professionals
  • Provides technical and regulatory expertise to assist staff and field personnel in the solution of complex safety and health problems
  • Oversees compliance with OSHA, EPA, DOT, Homeland Security, and other pertinent regulations and compliance for Refinery
  • Directs plant-wide safety program ensuring low accidents rates and a safe work environment such as Behavior Safety Program, Respiratory Protection Program, OSHA VPP, Personnel safety and training, Industrial Hygiene Program, Radiation Safety Program, Auditing programs, Safety Permit Program, Lockout/Tagout, Hazards Communication/MSDS Management Program, and Confined Space Entry
  • Implements and maintains safety policies and procedures
  • May implement and maintain emergency response policies and procedures, security policies and procedures and program for process hazard analysis
  • Oversees compliance with Process Safety Management Standard and with EPAs Risk Management Plan (depending on assignment)
  • Develops and maintains facility citing and fire protection standards
  • Oversees facility emergency response, including voluntary Emergency Response Brigade
  • Manages facility security, including contract security officers; facilitates compliance with DHS CFATS regulation
  • Manages community relations involving emergency response, including acting as liaison with local residents, fire, police and city governments
  • Serves as a resource/consultant to staff and field management regarding the development of new capital projects to ensure health and safety standards are met, including approvals within the Management of Change Process
  • Manages on-site Medical Facility personnel
  • Oversees design and implementation of new plans and processes to prevent injuries and accidents
  • Manages safety expense budget and related capital projects
  • May manage on-site training program for all employees of the facility
  • May manage Contractor Safety Program to ensure safety of all contract personnel working in the Refinery
  • May establish and manage a budget for the health, safety, security, emergency response, medical, and training activities of the refinery
  • Special assignments or tasks assigned to the employee by their supervisor, as determined from timeto time in their sole and complete discretion.

Experience
A minimum of 10 years of job related experience including previous HSS experience is required.
Education Level
A minimum of a Bachelors Degree in Health & Safety Disciplines, or A.A.S. in Health & Safety Disciplines in combination with 15 years Health & Safety experience depending on assignment is required.


PREFERRED EDUCATIONAL LEVEL: A Masters Degree or Certification, Certified Safety Professional, Certified Industrial Hygienist or Professional Engineer is preferred.
Required Skills
Ability to lead and direct the work of others. Advanced knowledge of OSHA and EPA regulations. Working knowledge of Microsoft products. Working knowledge of science, OSHA regulations, basic refinery operations, maintenance and engineering practices. Ability to effectively communicate with others, both verbal and written communication and interpersonal skills. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.
Supervisory/Managerial Responsibility
Responsible for the supervision of up to ten employees.
Work Conditions
Office and field based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, fumes or airborne particles, loud noises and vibrations. Subject to temperatures, weather and varying road conditions.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.

This position has a salary minimum of$137,200.00and maximum of $254,800.00.
