Job Description

Elwyn seeks a Forensic Director to oversee the North Carolina Forensics Program, which includes Wake County Detention Center Contract, Capacity to Proceed, and Community Based Capacity Restoration Program. The Forensic Director will provide a positive, rewarding, service-oriented environment for the residents, and staff that is consistent with Elwyn's commitment to service excellence. This individual ensures that services are specifically designed to meet the unique needs of the specific program participants including but not limited to those with a history of psychiatric illness, severe behavioral challenges, forensic challenges, or dual diagnosis.

DUTIES AND RESPONSIBILITIES:

Operations Management

  • *Provides overall leadership for the Wake County Detention Center contract including overall management of all staff, financials, and goal achievement, ensuring that program practices consistently meet and exceed contract requirements, Elwyn Policy and Procedure, and clinical best practice standards and requirements; maintains a high-level working knowledge of licensing requirements to ensure compliance with regulatory agencies
  • *Oversees the care of residents/members, program design, and total operation of Capacity to Proceed and Community Based Capacity Restoration programs by working with Court Officials, County Clerk, and Legal Representation, and funding bodies ( State and/or LME/MCO) to ensure quality care of the residents and to maintain survey-ready status for regulators and licensing bodies
  • *Works in cooperation with the treatment team, family/guardian/social services to support holistic program models; implements and support treatment plans to meet target individual and group needs; ensures proper documentation and progress notes are completed with regularity to ensure quality care, note any specialized services/consultations needed, and to be in compliance with program regulators
  • *Ensures accurate data management by completing monthly reports(e.g. Evaluations completed, residents seen, follow up required, duplicated touches, members monthly progress); collaborates with the Senior Director and Quality Improvement (QI) via frequent updates to ensure stakeholder satisfaction and to drive program services; Ensures all clinical requirements are implemented and sustained to maintain contract, as appropriate.
  • Works with Elwyn departments, including but not limited to marketing, development, risk management, governmental affairs, other behavioral health programs, and others to maximize proactive resident-centered programs or to provide consultation to other programs to further enhance quality of care
  • Facilitates crisis management and emergent situations as appropriate, utilizing agency-trained protocols and available resources including but not limited to mobile crisis services, campus security, local police and fire department, and emergency services to ensure that all necessary steps relative to the crisis management plan are adhered to, ensuring the safety of the residents and staff; provides documentation of any such incidents as soon as possible
  • Reviews critical incidents (e.g. fall/risk assessment, abuse, neglect exploitation, adverse reaction to medication, sudden illness) related to the health and safety needs of the individuals supported and provides QI timely follow-up, and communication to the appropriate program and/or administrative staff; evaluates incident reports and fact-findings as required to take appropriate action and /or improve program operations and outcomes
  • Reviews, develops, and implements plans of correction regarding contract compliance and other monitoring reports, as needed, in coordination with QI, funders, and other stakeholders.
  • Works cooperatively with outside stakeholders (e.g. counties and payors) by monitoring relationships between the program clinician, case managers, and financial institutions to ensure payment on time.
  • Develops and implements program budget and assumes primary budgetary and fiscal management responsibilities for the Wake County Detention Center, Capacity to Proceed, and Capacity Based Restoration program in coordination with the Regional Director and Finance Team; provides fiscally sound management of operating expenses at the program level.
  • *Provides clinical and administrative monthly supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
  • Conducts general information meetings (in-person or virtually) with County, State, LME/MCO, Court Officials, Sheriffs, Detention Medical Staff, residents, family members/guardians/social services, community members, and community partners, for program updates and business development, as appropriate.
  • Conduct monthly staff meetings or trainings to include contractual support (e.g., psychologist, psychiatrist) for ongoing support and training to forensic staff.
  • Performs cardiopulmonary resuscitation (CPR), first aid, and safe crisis intervention techniques using agency-trained protocols.
  • Assists in the development and implementation of new technology in coordination with Information Technology including but not limited to the electronic health record and external care provider portals.
  • Provide on call support in person or via phone call as needed.
  • Performs other duties as assigned.

Training, Education, and Professional Development

  • Assist the QI Director and operations managers with specific training initiatives to ensure completion and that documentation is provided to employee files, as needed.
  • Participates in ongoing educational opportunities designed specifically for the consumer population served for professional development purposes.
  • Attends professional association meetings to obtain updated licensing, regulatory, and/or clinical information; applies new information learned to enhance best practices and clinical operations at Elwyn.

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

Pre-employment Education/Experience: A Master's Degree or Doctorate degree in Psychology, Social Work, and/or Counseling is preferred. Five years' administrative and management experience in substance abuse programs and treatment of offender populations.

Five (5) years' of demonstrated experience with increasing managerial responsibility in adult behavioral health or social service field.

  • Experience working with those suffering from psychiatric illness, emotional instability.
  • Demonstrated experience developing and overseeing adherence to program budgets
  • Knowledge of applicable regulations and guidelines in:
    • Managed Care Organization (MCO) guidelines
    • Commission on Accreditation of Rehabilitation Facilities (CARF) standards
    • Residential Treatment Facilities (RTF) regulations
  • Experience working with cost reimbursed or fee-for-service programs.
  • Demonstrated ability to work effectively as part of a team.
  • Ability to work with multiple demanding stakeholders with unique priorities.
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities and work collaboratively with individuals at all levels of the organization.
  • Demonstrated strong attention to detail.
  • Demonstrated excellent planning, analytic, time management, and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision.
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions.
  • Must possess excellent customer negotiation, interaction, collaboration, presentation, conflict resolution, interpersonal, and written and verbal communication skills.
  • Demonstrated intermediate proficiency in the use of Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint; knowledge of cloud-based groupware, collaboration, and storage computing solutions preferred.
  • Experience with Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred.
  • Current CPR certification with ability to perform CPR and first aid, using agency-trained protocols; ability to perform safe crisis management.
  • Must possess a current, valid driver's license in state of residence, have a minimum of two (2) years of driving experience within the United States, and have an acceptable driving record
