Leahy Vetting Management Analyst

As required by our governmental client, this position requires an active TS/SCI clearance to be considered.

A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

The Leahy Vetting Management Analyst is responsible for providing policy advice and support on Leahy-related issues and daily operations within the bureau. They perform daily vetting procedures for security force units and individuals seeking Department of State assistance in the EUR region. The analyst conducts research, analyzes information from classified databases, and recommends courses of action for embassies/offices when derogatory information is found. They maintain contact with assigned posts and desks, provide policy guidance, and ensure consistency in vetting procedures. The analyst also analyzes and reports on vetting and program data, participates in meetings, and develops policy recommendations on sensitive U.S. positions. They work collaboratively with a team of foreign affairs officers on human rights, democracy, labor, religious freedom, and trafficking in persons issues. The analyst reports to the PGI Democracy and Human Rights Team Leader, operates with a high level of independence, and produces analytical products to support EUR/PGI's assessments. This position requires a Master's Degree or equivalent and one year of relevant professional experience, or a Bachelor's Degree or equivalent and two years of relevant professional experience.

Compensation & Benefits:

Estimated Starting Salary Range for Leahy Vetting Management Analyst: $107,918.56

Pay commensurate with experience.

Leahy Vetting Management Analyst Responsibilities Include:

  • Act as an action officer and policy advisor on all Leahy-related issues and daily operations within the bureau.

  • Conduct daily SCI-level vetting for security force units and individuals requesting Department of State assistance in EUR.

  • Maintain routine contact with assigned posts and desks to promote smooth vetting processes.

  • Provide policy and procedural guidance to posts, ensuring consistency in global, regional, and embassy SOPs.

  • Analyze and report on vetting and program data.

  • Participate in DOS and interagency meetings, providing advice on difficult cases and situations.

  • Develop policy recommendations on highly controversial U.S. positions, such as Leahy and human rights concerns.

  • Coordinate congressionally mandated human rights-related reports for EUR countries.

  • Serve as a lead officer and advisor on human rights, labor, and democracy issues.

  • Collaborate with a team of foreign affairs officers on various human rights-related initiatives.

  • Present and defend policy documents to Department officials

  • Other Duties as assigned.

Leahy Vetting Management Analyst Experience, Education, Skills, Abilities Requested:

  • Master's Degree or equivalent and one (1) year of relevant professional experience OR
  • Bachelor's Degree or equivalent and two (2) years of relevant professional experience.
  • An active TOP SECRET/SCT Clearance or an active TOP SECRET Clearance with the ability to obtain a TOP SECRET/SCI Security Clearance.
  • Knowledge of U.S. foreign policy objectives and programs, and extensive knowledge of issues affecting U.S. foreign policy in the region.
  • Ability to provide advice, guidance, and consultation on the interpretation and application of analyses.
  • Excellent communication skills and ability to establish relationships with stakeholders.
  • Strong analytical abilities to assess complex issues and provide recommendations.Must pass pre-employment qualifications of Cherokee Federal
