The Mgr, SHBP Partner Management II will help to ensure Horizon BCBSNJ's ability to strengthen and maintain strong relationships with the leadership of New Jersey State Health Benefits program which includes the State's Division of Pensions and Benefits(DPB) and the Treasury department. This includes but is not limited to the strategic assessment of Value Based Care models (PCMH, Episodes of Care, and DPCMH - Direct Primary Care Medical Home), directing Wellness Programs for the State account, evaluating multiple strategic solutions including oversight, development, and implementation of the solutions.
  • Direct and execute strategic plans within the Wellness space, working with outside vendors, 'Expand Leadership' and business partners across the enterprise as appropriate.
  • Collaborate with key business partners across CBU, HCM and Provider partners to develop strategies for expanding Horizon's Direct Primary Care Medical Home (DPCMH) model with the State.
  • Provide thought leadership to all current DPCMH vendors and enable standardization and financial payment models based on clinical outcomes.
  • Assess and evaluate performance of the various DPCMH partners and ensure the results are aligned with the contractual agreements.
  • Oversee execution of the Communication strategy by working closely with Marketing and Communication Directors to ensure they are aligned with direction from State's leadership Lead negotiations and engagement process from vendor assessment and SOW development through contract signing and program implementation Lead in presenting strategic recommendations to DPB leadership which are aligned with Horizon's mission and vision statements.
  • Oversee the development of the long-term operating model to support these relationships consistent with their contractual agreements Build and maintain strong relationship with leadership and staff at the State within the DPB and Treasury department.
  • Ensure Performance Guarantees and Cost of Care owners are accountable for targets as well adoption of programs that can improve targets Manage, develop and train staff; develop and monitor goals; conduct annual performance reviews, and administers salaries for the staff.
Education/Experience
  • Requires Bachelor degree from an accredited college or university, or relevant experience in lieu of degree.
  • Master's degree preferred.
  • Requires a demonstrated success in positions requiring consultative skills and the ability to influence those at senior levels regarding strategy, new concepts or approaches to achieving improved results.
  • Requires a minimum of 4 years managing staff.
  • Requires a minimum of 10 years work experience, including a minimum of 8 years in the Group Health insurance experience or the health care industry with a proven record of positive client relationships.
Knowledge
  • Requires experience in successfully leading cross functional, matrixed teams to achieve long-term objectives.
  • Strong analytical skills, including the ability to analyze large data sets, identify insights, and leverage these insights into business decisions.
  • Project leadership/management experience a plus.
  • Must be proficient in a Windows based environment, including MS Office products (Word, Excel, and PowerPoint).

  • Must demonstrate the ability to learn quickly and apply learning to new situations. Must exhibit flexibility to change as appropriate.
  • Proven ability to influence without authority.

Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware

Salary Range:

$121,200 - $165,375

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
