We are seeking a Staff Environmental Consultant with a Qualified Industrial Stormwater Practitioner Certification to join our team of Water Resources experts in Torrance, CA. This staff position is a doer-seller responsible for implementing Industrial Stormwater Permit compliance projects for private or publicly operated industrial facilities. Additional familiarity with municipal and construction stormwater projects is expected. The role involves serving as a technical expert in NPDES Permits specific to Industrial and/Individual Permits, managing projects, developing and maintaining client relationships and responding to client requests for technical support and proposals. The NV5 Water Team works to serve our existing and rapidly growing client base in multiple sectors; including industrial clients (ie: aerospace, manufacturing, food service, etc.), public agencies (Phase I and II NPDES Permittees), schools and universities, and development (real estate and construction).

This position is available for our Torrance, CA office and offers a remote/hybrid work setting. Company vehicles are available for use, but not assigned to specific staff. Local travel to client sites for inspections and technical consulting is expected.



Responsibilities

You are qualified for this position if you are a proven technical expert, solutions oriented, and a knowledgeable technical consultant with strong inter-personal communication skills. The ideal candidate must have strong knowledge and background with California's Industrial General Stormwater Permit and TMDLS, specifically in Los Angeles and Orange County. Familiarity with third-party citizen suits, and technical aspects of Best Management Practices. Other Phase I, Phase II, and Construction Permits experience is desirable or other relevant specialty., e.g., natural resources, Flood Control studies, and other related field activities, and be active in local or statewide trade agencies (e.g., CASQA, , IEA, WERF, BIA or other local environmental organizations). You have successfully managed client relationships in the Southern California Region. Your natural leadership style fosters trust and rapport with clients, regulators and your team. You are a leader who excels in a collaborative team environment of like-minded experts and are recognized by your peers for the ability to interpret technical and analytical data and present it in a clear concise and understandable reports and graphics for clients (and the layperson). You will promote our brand and build business through interaction with prospective clients, high quality work, publications, and technical presentations.

Key Responsibilities will include:

    Providing Technical Regulatory assistance to Industrial Permittees
  • Preparing Stormwater Pollution Prevention Plans
  • Recommending Best Management Practices
  • Performing Data Analysis and Reporting Services in SMARTS
  • Performing QISP services including ERA Level 1 Evaluations, Level 2 Action Plans, Level 2 Technical Reports.
  • Writing Water Quality Based Corrective Action Reports
  • Assisting with Time Schedule Orders
  • Executing specialized water quality and water quantity studies, special studies, and regulatory compliance interpretations and implementation services.
  • Preparing Sampling and Analysis Plans, Quality Assurance Project Plans, and other relevant technical reports.
  • Managing industrial monitoring and reporting projects.
  • Growing client relationships through consultative technical sales to develop projects and drive business growth.
  • Leading and mentoring junior technical staff to help them grow their careers as experts
  • Interfacing directly with technical leads and clients to determine service needs for developing technical proposals (scope, costs, schedule, and budgets).
  • Responsible for quality control review of proposals and reports written by others.


Qualifications

  • Bachelor's, Master's, or Ph.D degree from an accredited university in civil/environmental/ chemical engineering or related sciences field and at least 5+ years of demonstrated consulting experience in Southern California serving IGP Clients.
  • Storm water industrial certification is required (QISP), others are preferred CA-Civil PE, CPSWQ, CPESC, QSD.
  • Strong understanding of the Los Angeles Phase I NPDES Permit. Other Phase I MS4 permits in southern California also desirable.
  • Extensive experience with water quality monitoring equipment (autosamplers, water quality meters, flow monitoring, data loggers, remote telemetry, innovative use of novel monitoring devices).
  • Strong operational use of computer databases and office programs (MS Access, MS Excel, MS Word).
  • Strong oral and written communication skills; ability to prepare reports and proposals.
  • Excellent writing and analytical skills a must.
  • Project team management oversight and leadership ability.

The pay range for this position in California is $120,000 to $140,000 annually. The base pay offered may be higher or lower, depending on the candidate's job-related knowledge, skills, experience, and location. Restricted stock units may be provided as part of the compensation package, along with a full range of medical, financial, and other benefits, depending on the position offered.
