DESCRIPTION OF WORK

In this position, you will perform comparative fiscal analyses of tax enforcement programs and operations to determine the most effective and efficient allocation of resources for each initiative and make recommendations for an annual enforcement resource allocation plan compiled by the Bureau. These major fiscal analysis projects will include tax gaps, delinquent account receivables or collectibles, costs of enforcement/collections, and other aspects of our mission. Duties also involve meeting with enforcement, discovery, and voluntary compliance personnel to review the results of selected cases, in addition to preparing and conducting training sessions. Your responsibilities will be key for collaborations aimed to study and share information about best practices that will benefit our shared goal of effectively and efficiently pursuing tax collections and protecting the fairness of the tax system.

You will also be expected to assist with planning, developing, and implementing enforcement, collections, and examination/audit strategies and programs. Work will rely on your ability to apply analysis and methodology for discovery programs, organize and present results of analysis, and explain tax compliance and collections based on related tax laws. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week, after completion of the initial training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A master's degree in economics, business administration, statistics, mathematics, or computer science; or
  • One year of technical experience in fiscal analysis and a bachelor's degree including thirty credits in economics, statistics, mathematics, and/or computer science; or
  • Any equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
