Job Summary
The Office of Research Security and Ethics is seeking an Export Control Manager to administer the university's export control compliance program. This role carries key responsibility for ensuring compliance with the Export Administration Regulations ( EAR), International Traffic in Arms Regulations ( ITAR), and Office of Foreign Assets Control ( OFAC).
The Manager will make export control classification determinations, oversee licensing obligations, review research proposals and agreements, and advise faculty and staff on regulatory requirements. The position also evaluates export activities such as shipments, international travel, and visitors.
In addition, the Manager is responsible for monitoring technology control plans, delivering training and outreach, and staying informed on evolving federal requirements.
Minimum Education and Experience
Bachelor's degree in science, public administration, or related field. Three (3) years of research administration experience.
Preferred Education and Experience
Experience administering export control compliance, international trade compliance, or relevant federal national security policies and regulations in industry or in an academic research environment.
Other Qualifications
To the extent this position requires the holder to research, work on, or have access to critical infrastructure as defined in Section 117.001(2) of the Texas Business and Commerce Code, the ability to maintain the security or integrity of the critical infrastructure is a minimum qualification to be hired and to continue to be employed in the position.
Essential Duties and Responsibilities

  • Perform export control compliance responsibilities that ensure institutional compliance with federal regulations and policies, including EAR, ITAR, OFAC, National Security Presidential Memorandum 33 (NSPM-33), and Controlled Unclassified Information (CUI).
  • Determine export control classifications and licensing obligations for technology, software, materials, equipment, products, and other controlled transactions.
  • Support negotiations of contracts and agreements by the Offices of Sponsored Programs and Technology Commercialization that involve risks for export control compliance and research security.
  • Serve as a source of information on established guidelines, policies, and law, and advise institutional partners, including faculty, students, and/or staff appropriately.
  • Perform monitoring review of technology control plans and other risk management plans.
  • Perform evaluations for institutional activities such as visitor requests, research proposals and awards, vendor and sponsor requests, purchase orders, international shipments, and travel authorizations for export control compliance.
  • Coordinate development and delivery of education outreach programs and training.
  • Contribute to program development of export control, research security, and other emerging regulatory risk areas.
  • Stay informed on the latest industry standards and issues related to export control and research security compliance.
  • Perform record keeping responsibilities for export control compliance, including file organization, reminders, communications, and meetings.
  • Work independently with minimal supervision to manage a detail-oriented workload across multiple projects.
  • Collaborate effectively with multidisciplinary teams and groups across a large institution.
  • Exercise discretion with sensitive and confidential information.
  • Other duties as assigned to support the development and performance of new programs and compliance activities related to export control and research security.

Remote Work Notice: After the probationary period, this role may be eligible for a hybrid (partly remote/partly in office) work schedule, subject to business need and manager approval. May be required to use personal computer and other standard office equipment. Must be located within the DFW Area and have the ability to be on campus with 24 hours of notice. A UT Dallas Remote Work Agreement will be required within 14 days after approval.
