Purpose of the Role

The Pre-Commissioning Manager plays a critical role in ensuring the safe, efficient, and sustainable start-up and operation of complex facilities. This role provides leadership across all aspects of pre-commissioning activities, from planning and policy development to execution and optimization, while supporting Worley's commitment to delivering sustainable change.

As a senior leader within the project team, the individual is responsible for reviewing and influencing facility designs to ensure safety, reliability, and operational readiness. The Pre-Commissioning Manager directs start-up and operations staff, develops strategies for successful project completion, and partners closely with stakeholders to align with Worley's ambition of deriving the majority of revenue from sustainability-related projects.

Key Responsibilities

  • Lead all pre-commissioning, commissioning, and start-up activities to ensure projects are delivered safely, on schedule, and in alignment with Worley's sustainability objectives.
  • Review and recommend improvements to project designs, ensuring facilities are safe, operable, and aligned with environmental and operational standards.
  • Develop and implement start-up strategies, policies, and procedures that support efficient and reliable facility operations.
  • Provide leadership and direction to start-up teams, contractors, and operations personnel, fostering a culture of safety, accountability, and continuous improvement.
  • Oversee functional testing, loop checks, and operational readiness reviews to verify compliance with technical and safety requirements.
  • Collaborate with engineering, construction, procurement, and project management teams to identify risks and develop integrated solutions for complex project challenges.
  • Ensure alignment with Worley's business goals, including driving innovation and adopting sustainable practices throughout pre-commissioning activities.
  • Prepare and present clear, concise reports and proposals to internal and external stakeholders, providing insights and recommendations for project success.
  • Manage conflict resolution and promote effective communication across diverse, multidisciplinary teams.
  • Monitor and optimize the use of systems, processes, and tools to drive operational excellence and efficiency.
  • Champion a proactive approach to health, safety, and environmental compliance across all project phases.

  • Must have demonstrated expertise in functional testing, loop checks, and operational readiness practices.
  • University degree in engineering or a related technical field, or equivalent trade qualification with additional relevant training and extensive experience.
  • Significant experience leading pre-commissioning, commissioning, and start-up activities for large, complex industrial projects, ideally within the energy, chemicals, or resources sectors.
  • Proven leadership skills with the ability to manage and mentor multidisciplinary teams, including contractors and technical staff, across diverse project environments.
  • Strong knowledge of business operations with the ability to implement project execution plans, influence change, and align teams with organizational objectives.
  • Excellent communication and presentation skills, with the ability to build trust, influence stakeholders, and resolve conflicts effectively.
  • Advanced understanding of pre-commissioning systems, processes, and digital tools, with the capability to troubleshoot issues and drive continuous improvement.
  • A strong commitment to health, safety, and environmental stewardship, aligned with Worley's vision of delivering sustainable change.
  • Strategic thinker with the ability to balance operational demands with long-term sustainability and business growth objectives.
  • Experience in collaborating with global teams and working on projects with significant total installed costs and construction workforce requirements.
