Job Description

The Technical Architect will serve as a key member of the PBGC FMTS program, responsible for analyzing, designing, and overseeing technical architecture across financial management systems. This role ensures compliance with enterprise architecture (EA) standards, technical review processes, and data model governance. The Technical Architect will work closely with PBGC stakeholders, system engineers, developers, and enterprise architects to maintain system integrity, optimize performance, and support modernization efforts.

  • Lead technical analysis of proposed system changes and ensure alignment with client Enterprise Architecture standards.
  • Provide system information and coordination with EA teams related to technical configurations, data models, and architectural upgrades.
  • Participate in Business Needs Analysis (BNA) efforts by supplying system configuration details and supporting documentation.
  • Prepare and present system component recommendations for approval by the client Development Tool Oversight Board (DTOB) and Technical Review Board (TRB); obtain necessary approvals before deployment.
  • Maintain and update logical and physical data models for all Financial Management Systems, ensuring compliance with client EA data standards and integration with the enterprise data model.
  • Document and communicate architecture changes, ensuring consistent practices across systems.
  • Collaborate with Integrated Project Teams (IPTs) to evaluate impacts of architectural decisions and ensure technical sustainability.
  • Support modernization initiatives by assessing new technologies, identifying integration impacts, and ensuring system scalability and compliance.
  • Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models.
  • Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action.
Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.
  • 3 years of experience in IT architecture and systems engineering, preferably supporting federal financial management or enterprise systems.
  • Strong knowledge of enterprise architecture frameworks, data modeling methodologies, and technical review processes.
  • Hands-on experience with tools such as Microsoft Azure DevOps, enterprise data modeling tools, and system design documentation practices.
  • Experience preparing and presenting technical solutions for governance boards.
  • Familiarity with federal IT security, compliance, and architecture standards.
  • Strong analytical skills with the ability to translate business needs into technical solutions.
  • Excellent communication skills, including the ability to present technical material to senior government officials.
  • Nice to have EBS but not necessary
