The Sr. Security DBA/Developer will support the PBGC Financial Management Technology Services (FMTS) program by ensuring the availability, performance, security, and compliance of databases supporting the Financial Management Systems (FMS). This role integrates database administration with secure development practices to maintain compliance with federal IT security standards, mitigate risks during high-volume operational periods, and support infrastructure and integration changes. The Security DBA/Developer will collaborate with PBGC IT security staff, developers, and system administrators to protect sensitive data, validate security controls, and maintain stable system operations.
- Peak Period Security and Performance Support: Provide enhanced monitoring, data validation, and security controls during peak operational periods (e.g., premium filing season, fiscal year-end close).
- Infrastructure Impact Analysis: Assess and remediate the security and performance impact of infrastructure updates (e.g., database patching, OS upgrades, middleware changes) on FMS systems.
- Integration Security and Testing: Analyze, test, and secure interfaces with internal and external systems; ensure integration changes do not introduce vulnerabilities or degrade database performance.
- Security Compliance: Implement and maintain security controls in compliance with NIST standards, DHS directives, and client IT security policies. Provide artifacts to support audits, continuous monitoring, and Plans of Action and Milestones (POA&Ms).
- Database Hardening: Apply database security best practices, including role-based access, encryption, and monitoring of privileged user activity.
- Defect and Vulnerability Remediation: Support remediation of security-related issues identified through scans, penetration tests, or monitoring activities.
- Audit and Reporting: Provide security and compliance reporting to client Information System Security Manager (ISSM) and Information Security & Privacy Officer (ISSPO). Maintain documentation to support financial statement audits and IT security reviews.
- Collaboration and Coordination: Work with IT Infrastructure Operations Department (ITIOD), managed service providers, and client security teams to ensure secure and compliant database operations.
Qualifications
- Bachelor's degree in Computer Science, Information Systems, or related field.
- 6 years of experience as a Database Administrator or Developer with a strong focus on security.
- Expertise in Oracle RDBMS (12c/19c) administration, tuning, and secure development practices.
- Knowledge of database security standards including NIST 800-53, FISMA, DHS BOD 18-01, and OMB M- 15-13.
- Experience supporting high-availability systems during peak operational periods.
- Familiarity with integration technologies (APIs, middleware, ETL) and their security implications.
- Hands-on experience with database monitoring and diagnostic tools (e.g., Oracle ADDM, AWR, ASH, SQL Autotune).
- Hands-on experience with Azure, Eclipse, Red Hat Enterprise Linux (RHEL), SFTP.
- Knowledge of cloud database environments (Oracle Cloud, Azure) and related security practices.
- Strong problem-solving skills with the ability to remediate vulnerabilities quickly and effectively.
- Excellent written and verbal communication skills for working with both technical staff and business stakeholders.
