Job Description

The Oracle Functional B2R SME will support PBGC's Consolidated Financial System (CFS) Revolving Fund, which addresses the agency's budgetary, fiscal, and financial management and reporting requirements. This role will focus on Oracle General Ledger (GL), Financial Statement Generator (FSG), and Federal Administrator modules, ensuring accurate processing, reconciliation, and reporting of budget-to-report (B2R) transactions. The SME will collaborate with accountants, business stakeholders, and IT teams to ensure the system meets PBGC's financial operations and audit standards

  • Serve as the functional subject matter expert for Oracle GL, FSG, and Federal Administrator modules within an Oracle Federal Financials system.
  • Provide Tier-3 functional support and respond to user help desk tickets.
  • Support daily and monthly financial operations, including journal processing, reconciliations, closing activities, and financial reporting.
  • Provide expert support, analysis and research into exceptionally complex financial problems, and processes relating to the subject matter.
  • Configure and maintain chart of accounts, cross-validation rules, and mass allocation functionality in alignment with client requirements.
  • Develop, maintain, and optimize financial reports using Oracle FSG and BI/XML Publisher.
  • Support fiscal year-end activities, ensuring timely and accurate general ledger closing and reporting. Collaborate with accountants and auditors to provide transaction details, reconciliations, and system evidence during audits.
  • Conduct functional testing for patches, upgrades, and enhancements impacting B2R processes.
  • Participate in impact analysis and regression testing for system or integration changes (e.g., PRISM, DOI FPPS, IPP, Concur).
  • Document functional designs, process flows, and standard operating procedures for B2R-related processes.
  • Provide functional support during modernization or migration efforts to ensure continuity of core budgetary and financial functions.
  • Ensure compliance with federal financial management requirements, PBGC enterprise architecture, and
  • IT security standards.
Qualifications
  • Experience in Oracle EBS 12.2.10
  • 7 years of experience as an Oracle Federal Financials Functional SME with a focus on GL, FSG, and federal financial reporting.
  • Bachelor's degree in Accounting, Finance, Information Systems, or related field.
  • Strong expertise in Oracle E-Business Suite Federal Financials R12.2.10 financial modules, including GL, Federal Administrator, and FSG.
  • In-depth knowledge of budgetary execution, fiscal reporting, and federal accounting standards.
  • Experience supporting federal financial systems with integrations (e.g., PRISM, FPPS, IPP, Concur).
  • Proficiency with Oracle BI/XML Publisher for reporting.
  • Strong skills in reconciliations, financial close processes, and audit support
  • Familiarity with IT security, enterprise architecture standards, and federal compliance requirements.
  • Excellent problem-solving, analytical, and communication skills.
  • Ability to collaborate with accountants, technical teams, and auditors in a fast-paced federal environment.
