Job Summary

An employee in this position directs and coordinates the activities of the Facilities Maintenance Department by performing the following duties personally or through assigned department personnel or subordinate supervisors. The employee in this position is considered essential personnel and will be required to carry a City supplied cell phone and is also subject to 24-hour calls and must be able to respond to emergencies as needed throughout the Department of Public Works.


Essential Duties and Responsibilities

  • Assists with comprehensive project planning and execution for construction and renovation efforts including developing specifications and designs, scheduling, coordination of trades, and inspection.
  • Establishes or adjusts workload to meet necessary schedules.
  • Conducts routine facility inspections. Evaluates faulty, or inadequate structural exterior and interior problems, and recommends or initiates corrective action as appropriate.
  • Assists with preparation of annual budget, justifications for budget requests, and monitors departmental expenditures.
  • Manages staff engaged in the new construction, renovation, and repair of all City facilities.
  • Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.
  • Tracks work order requests assigned to the department to ensure timely, satisfactory completion.
  • Contacts contractors to obtain estimates on repairs and construction. Inspects completed work for conformance to plans, specifications, and applicable standards.
  • Supervises, instructs, trains, and ensures compliance with general construction theory, practices, policies and safety standards.
  • Performs annual written evaluation and reviews results with subordinates being evaluated.
  • The incumbent is required, on a regular basis, to operate a vehicle observing legal and defensive driving practices.
  • Supervises emergency response shifts as assigned.
  • Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
  • Supervises all General Tradespeople in the Facility Maintenance department.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include assisting with interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Qualifications

REQUIRED EDUCATION AND/OR EXPERIENCE:

  • High school diploma or general education diploma (GED).
  • Three (3) years of experience in at least one building trade, one (1) year of which must have included supervision over others.

REQUIRED CERTIFICATES AND/OR LICENSES:

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • Medical Examiner's Certificate (DOT Card). The employee must maintain the certificate for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

  • Thorough knowledge of the methods, techniques, and practices of the maintenance, renovation, and repair of facilities.
  • Thorough knowledge of applicable Building Codes as related to work performed by this Department.
  • Thorough knowledge of the occupational hazards and safety precautions associated with the trades in the Department.
  • Thorough knowledge of one of the department building trades to include methods, techniques and tools used in that trade. Must have substantial knowledge of all other department trades, elements of supervision, estimating time, labor and materials costs, understanding of construction plans and specifications.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to plan, organize, and direct the work of skilled and semiskilled building and maintenance workers.
  • Ability to set goals, monitor progress, and adjust resources to accomplish objectives.
  • Ability to establish and maintain effective working relationships with building maintenance trades staff, helpers, facility users, contractors and the public.
  • Ability to use tools used in various building trades and to teach others their application and use.
  • Ability to use PC-based applications for general administrative and analysis functions.
  • Employee is required to wear safety toe boots, and will be required to successfully complete training that will include but not be limited to confined space training, CPR & First Aid, electrical safety, etc.

OTHER DESIRABLES:

  • Home Improvement License.
  • Two (2) or four (4) year degree in a related field.
  • Commercial Driver's License.

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts; high, precarious places; and outside weather conditions. The employee is frequently exposed to fumes or airborne particles and vibration. The employee is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud.
