Position Description Your Opportunity: As a Program Analyst you will provide full-time support to the Department of Energy/National Nuclear Security Administration (DOE/NNSA), Office of Strategic Planning and Analysis (NA-183). You will provide analytical and programmatic support for strategic planning, decision analysis, and industrial base monitoring. You'll work daily in the DOE Forrestal Building in Washington, DC. Telework, options up to 20%, may be available, based on client needs and the volume of classified work. What You Will Do: * Monitor industrial base risks/issues in areas such as supply chain, facilities, infrastructure, logistics, transportation, and workforce and assess their impacts on NNSA weapons programs and mission. * Facilitate effective communication between federal program offices, laboratories, production plants and sites, as well as other federal agencies and industrial partners. * Develop reports, briefing materials, and strategic messaging documents to support communication to Congress, NNSA Senior Leadership, and interagency stakeholders. * Support the Committee on Foreign Investment in the United States (CFIUS) reviews by managing the flow of information between DOE and the NNSA LPS, ensuring stakeholder equities, mission impacts, and technical considerations are captured and communicated effectively for case evaluations. * Conduct detailed research and apply analysis and evaluation techniques to supply chain issues affecting NNSA weapons programs, supporting deliverables such as the Defense Program's annual Industrial Base briefing to Congress. * Facilitate discussions with representatives from the NNSA labs, plants, and sites concerning input into the annual Stockpile Stewardship and Management Plan (SSMP) during quarterly Integrated Planning Group (IPG) meetings. * Support the planning and execution of quarterly IPG meetings including assisting with the development of the agenda, ensuring it is appropriately coordinated across the nuclear security enterprise and that key administrative information is communicated to attendees. * Support the development of the annual Stockpile Stewardship and Management Plan (SSMP) by contributing to chapter content, integrating input and feedback from across the nuclear enterprise, and working with federal program leads to ensure alignment and consistency. Craft strategic messaging documents detailing the background, objectives, vision, and future activities of NNSA's Industrial Base Monitoring to improve the understanding among NNSA leadership, federal program managers, congressional staffers, and other stakeholders. * Monitor the various NNSA supply chain and industrial base working group activities to support a comprehensive database of working group missions, focus issues, and mitigation strategies. * Track, expedite, and communicate technical and programmatic deliverables. What You Will Need: * Active DOE Q (or DoD Top Secret) security clearance. * Bachelor's degree with 2+ years of relevant experience or a master's degree with 1 or more years of relevant experience. * Relevant experience supporting DoD, DOE, or industrial base and supply chain programs. * Demonstrable experience with written communication, briefings, and congressional reports prepared for senior and executive management including experience in reviewing and editing documents for consistency in style, formatting, and messaging. * Responsive, customer service orientation with outstanding written and oral communication skills. * Experience coordinating and collaborating with the nuclear security enterprise federal program managers and management and operating contractors (laboratories, plants, sites), or in a diverse environment with multiple interagency stakeholders. * Experience using OneNote, SharePoint, and the Microsoft Office suite of tools is required. * Ability to travel up to 10%.
Preferred Qualifications: * Experience and knowledge of activities conducted by Committee on Foreign Investment in the United States (CFIUS) * Experience contributing to enterprise planning documents such as the Stockpile Stewardship and Management Plan (SSMP) * Experience supporting NNSA programs |
