The Position

Advance your career as an Assistant Engineer with East Bay Municipal Utility District (EBMUD), an industry-leading water and wastewater utility. Reporting to a Senior Civil Engineer, the Assistant Engineer is the mid-level engineering position on the engineering career ladder. The current opening is in the Pipeline Infrastructure Division's (PID's) Pipeline Rebuild Section. This recruitment may also be used to fill additional openings in PID. Assistant Engineers in PID work with a team of pipeline designers, engineers, and other workgroups across EBMUD to complete pipeline designs for new and replacement pipelines to be installed by EBMUD crews or by contractors.

EBMUD's PID is responsible for managing and implementing pipeline design projects for the installation, renewal and upgrade of EBMUD's 4,200 miles of distribution and transmission pipelines. This Assistant Engineer in the Pipeline Rebuild Section will be responsible for managing the design of distribution pipeline renewal projects, providing support and updates to EBMUD's Pipeline Replacement Risk Model, selecting proposed pipeline projects based on risk model results, helping to further develop the section's pipeline condition assessment program, and providing design support during construction on pipeline installation projects. In addition, the selected candidate may oversee the work of third-party contractors and consultants providing soil sampling, traffic control plan preparation, and pipeline design. Roles will include working with a collaborative team of pipeline designers and/or engineers.

Typical duties may include:

*Managing capital projects for water distribution pipeline replacements from selection through design and construction.

*Conducting pipeline asset management analyses using ArcGIS or other modelling software, considering various factors including condition, hazards, likelihood of failure and consequence of failure; creating databases and prioritization criteria to rank projects to support master planning.

*Assisting with the research of pipeline condition assessment technologies and tools including evaluations and recommendations for pilot projects.

*Designing of potable water pipelines and appurtenances of various sizes, analyzing underground construction which may impact existing pipeline facilities, and interfacing with internal and external project stakeholders throughout design and construction.

*Preparing specifications and cost estimates for developing construction bid documents and RFPs.

*Reviewing and coordinating the work of outside consultants.

*Negotiating with cities and counties to coordinate upcoming projects and identify work restrictions regarding encroachment permit conditions.

*Scoping and developing alternative pipeline materials, alignments, and construction methods, including trenchless installations based on site and budget considerations.

*Utilizing software applications such as MicroStation, AutoCAD, and ArcGIS.

*Maintaining uniform standards of design, pipeline materials, replacement methods, project selection, and criteria to incorporate changing technology

*Providing design support services for water distribution pipeline projects under construction.

The salary range is $11,629 per month increasing to $12,210, $12,821, $13,462, and $14,135 after 6, 18, 30, and 42 months, respectively.

Requirements

Typical means of acquiring the knowledge, skills, and abilities are:

*A bachelor's degree in an engineering curriculum accredited by ABET or a California Engineer-in-Training Certificate.

*Two years of professional civil, electrical, mechanical, control systems, geotechnical, sanitary or structural engineering experience at a level comparable to or higher than EBMUD's Junior Engineer classification, after obtaining the education outlined above.

*Must possess a valid California driver's license and a satisfactory driving record.

In addition, the incumbent must possess the physical characteristics to perform the critical and important duties of the position. Must be willing to work overtime as needed.

An advanced degree in an accredited engineering curriculum may be substituted for one year of the required experience.

Equivalent combinations of education and experience may be considered. The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, September 19, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for late October or early November 2025.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
