Job Summary: B&A is looking for an Declassification Analyst to join a contract with a federal government client in support of an important mission. - Directly support Naval Reactors at NRHQ
- Day-to-day tasking provided by Naval Reactors; priorities established by B&A management
- The ability to recognize Naval Nuclear Propulsion Program information
- Completion of specialized training in E.O. 13526 requirements, the declassification analysis process, use of classification and clarifying guides, recognition of NNPP equities, understanding of information bracketing, following all Operating Instructions (SOP), and be capable of proper disposition of documents reviewed
- Completion of training by Department of Energy and be certified as Historical Records Reviewers (HRRDR) for the purpose of identifying Restricted Data and Formerly Restricted Data in documents under review
- Completion of training by Fluor Marine Propulsion to become certified as a Derivative Classifier
- Must be able to recognize equities from other agencies and make proper referrals of documents to those agencies
- Perform the following reviews to a high standard with little to no supervision: Systematic Reviews, freedom of Information Act, mandatory Declassification Review, litigation Reviews, referrals Reviews, records Management, go-no-go Reviews, public Utterance.
- Perform the following administrative tasks timely and efficiently: Any general administrative tasks assigned, Grading, Data Collection, researching, program Analysis, sorting Records, technical work, reviewing Training, writing SOP's, downloading/sending and receiving documents/data/records as necessary, any and all additional tasks that support the Program.
- Ensure compliance with all applicable policies, guides, and Standard Operating Procedures (SOPs)
- Work constructively with peers and Naval Reactors on reviews
- Build and maintain relationships with Naval Reactors and other agencies
- Be able to apply all appropriate topics to documents
- Ability to read and comprehend complex documents and technical graphs
- Open and willing to ask questions
- Assist with any and all additional work/tasks assigned
- Respect and follow all room, building, team, and company guidelines
- Flexible with feedback and assignment changes
- Open to criticism
- Provide new ideas and open to "think tank" discussions about how to help the team
- Shows integrity and respect
- Be a professional representative for B&A
Education and Experience
- Bachelor's degree and 2 years related experience, or equivalent experience. Additional years of experience may be substituted for education.
Required Skills
- Able to read and comprehend technical drawings, manuals, etc., and evaluate content to complete informed reviews
- Preferred background/knowledge in STEM
- Strong analytical skills, attention to details, and reading comprehension
- Able to determine if a document or material contains classified information and/or CUI
- Be able to read paper documents and use a computer at least 8 hours a day
- Must have basic understanding/proficiency in all relevant program applications (Microsoft, Office Products, Excel, BlueBeam, Sharepoint)
- Capable of following detailed instructions on a regular basis
- Ability to manage sensitive information with integrity and discretion
- Strong interpersonal and communication skills
- Must be able to work independently and meet deadlines with little to no supervision
- Naval Reactors Headquarters (NRHQ), Navy Yard - Washington, DC
- Minimal work required at the NARA College Park location (as needed)
- Access to Naval Nuclear Laboratory Customer sites
- Schedule: Full-time (40 hours/week), minimum four days on-site
- Required Core Hours: Monday through Thursday, 9:00 AM - 3:00 PM (on-site)
- Travel potential <25%
Security Clearance
- Currently holds a DOD Top Secret and/or a DOE "Q" and has the ability to maintain both a DOD Top Secret and a DOE "Q"
