Position Overview

Pantheon Data is seeking a Senior Financial Management Analyst with expertise in Department of Defense (DoD) financial operations, particularly in Operations & Maintenance (O&M) and Military Personnel and Payroll functions. This role is pivotal in supporting financial management initiatives across DoD systems, with a strong emphasis on compliance, audit readiness, internal controls, and strategic financial analysis.

Responsibilities



  • Support business process transformation efforts within DoD financial systems by analyzing financial workflows, documenting process changes, and facilitating effective communication across stakeholders.
  • Conduct internal control assessments, identify gaps, and develop remediation strategies to enhance compliance and operational efficiency.
  • Provide expert guidance on Financial and IT audit readiness, including documentation and testing of controls.
  • Prepare and present observations and recommendations to stakeholders.
  • Collaborate with stakeholders to enhance financial operations and regulatory alignment.
  • Analyze and improve financial reporting processes to ensure accuracy and transparency.
  • Collaborate with stakeholders to align financial operations with DoD Financial Management Regulation (FMR), Federal Information System Controls Audit Manual (FISCAM), OMB Circular A-123, and the Risk Management Internal Control (RMIC) framework.
  • Apply a consulting mindset to identify opportunities for innovation and continuous improvement in financial management practices.


Required Skills and Experience



  • Bachelor's degree in Accounting, Finance, Business or Systems Administration, or related field.
  • Minimum of 5 years of experience in federal financial management, internal audit, or financial analysis, preferably within DoD environments.
  • Preferred professional certifications include Certified Defense Financial Manager (CDFM), Certified Public Accountant (CPA), Project Management Professional (PMP), Certified Government Financial Manager (CGFM), or Certified Fraud Examiner (CFE).
  • Extensive experience in DoD financial management, particularly in O&M and military personnel and payroll domains.
  • Strong understanding of federal financial regulations and audit frameworks.
  • Proven track record in internal controls, audit support, and financial compliance.
  • Ability to work collaboratively in cross-functional teams and communicate effectively with senior stakeholders.
  • Demonstrated proficiency in written and verbal communication, including the preparation of reports, meeting minutes, flowcharts, and narrative documentation.
  • Experience with business process reengineering and transformation initiatives in federal environments.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.


Clearance Requirements

U.S. Citizenship with an active Secret clearance.

Work Location: Arlington, VA - Remote or Hybrid

Compensation

The salary range for this position is $99,000 - $145,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
