About the opportunity

SWCA Environmental Consultants (SWCA) is seeking an early-career professional to join our team as a Project Level UPDES Stormwater Compliance Specialist. In this role, you will provide technical and project management support for stormwater permitting and compliance under the Utah Pollutant Discharge Elimination System (UPDES), working directly with the Water Resources and Compliance teams. This position supports projects across the Western U.S. and reports to our Salt Lake City, UT office.

Under this posting, we may hire any of the following titles:

  • Assistant Stormwater Compliance Specialist - Up to three (3) years of relevant experience and expertise
  • Associate Stormwater Compliance Specialist - Up to five (5) years of relevant experience and expertise
  • Stormwater Compliance Specialist - Up to seven (7) years of relevant experience and expertise

What you will accomplish

  • Provide technical support for all aspects of UPDES stormwater permitting and compliance, including preparation, submittal, and maintenance of permits for construction, industrial, and municipal projects.
  • Support project managers with tasks including budget management, subcontractor coordination, invoice review, and contract management.
  • Conduct field inspections and stormwater sampling to ensure compliance with UPDES and other regulatory requirements.
  • Prepare Stormwater Pollution Prevention Plans (SWPPPs), inspection reports, and compliance documentation.
  • Assist with client communication and regulatory agency coordination regarding stormwater compliance issues.
  • Manage projects and contribute to the preparation of deliverables for key water resources and compliance projects.
  • Take responsibility for team safety, develop safety plans (when applicable), and anticipate potential safety hazards.

Experience and qualifications for success

Required

  • Bachelor's degree in Environmental Science, Civil Engineering, Hydrology, Earth Sciences, or a related technical field.
  • Minimum of three (3) years of experience specializing in stormwater permitting and environmental compliance, preferably with UPDES or similar NPDES programs.
  • Willingness and ability to travel throughout the U.S., with anticipated travel up to 40% (may vary per project needs).
  • Excellent written and verbal communication skills.
  • Strong computer skills including proficiency in MS Office Suite, Excel, and GIS.
  • Ability to deliver projects within a management framework that prioritizes quality, safety, cost, and policy compliance.
  • Flexibility to work outside normal business hours as required (may include weekends and nights).

Preferred or Helpful

  • Minimum of five (5) years of experience in stormwater permitting and compliance.
  • Experience with project or task management.
  • Familiarity with Utah DEQ regulations and UPDES permitting process.
  • Construction General Permit (CGP) or Industrial General Permit (IGP) stormwater compliance experience.
  • OSHA 40-hour HAZWOPER or similar safety certifications.

An employee in this Salt Lake City, UT based position can expect the following rates:

  • Assistant Project Compliance Specialist - $30.16/hr. - 37.96/hr.
  • Associate Project Compliance Specialist-$33.28/hr.- 42.64/hr.
  • Project Compliance Specialist - $77,875.00/yr. - $99,507.00/yr.

Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
