PEMEX Deer Park is seeking a Procurement Manager to lead a centralized procurement function, overseeing data, systems, and processes that drive performance across the enterprise. You will develop and execute procurement strategies for all materials, equipment, and services supporting refinery operations and expansion, ensuring cost optimization, risk mitigation, and operational efficiency. You will manage a team, collaborate cross-functionally, and own end-to-end Procure-to-Pay (P2P) operations, master data governance, system integration, and process standardization. You will support Procurement, Contracts, Logistics, and Planning teams by streamlining workflows, enhancing data accuracy, and enabling continuity. Your leadership will connect people, systems, and insights to deliver measurable value and facilitate supply chain excellence.

To succeed as a Procurement Manager, you must have:

  • Bachelor’s degree in a related field (Master’s preferred) with a minimum of 7 years of procurement experience, ideally in the oil and gas or refinery sector.
  • Relevant professional certifications such as CPM, CPSM, or system-specific credentials (e.g., SAP, Coupa) are preferred.
  • Advanced skills in ERP and procurement systems; strong Excel and analytical tools experience (e.g., Power BI, SQL a plus).
  • Proven leadership in cross-functional teams with excellent communication, negotiation, and contract management abilities.Willingness to travel as needed; English proficiency required (additional languages are a plus).

 

As a Procurement Manager, you will:

  • Lead End-to-End P2P Operations: Oversee daily execution, issue resolution, and support across Requisition, Buying, Master Data, and Commercial Excellence teams to drive operational efficiency.
  • Own Procurement Systems & Integration: Manage procurement system architecture, workflows, and user roles in partnership with IT; support digital maturity and system implementation projects.
  • Govern Master Data & Reporting: Ensure accuracy and consistency of supplier, material, and contract data; deliver dashboards and KPIs to enhance decision-making and audit readiness.
  • Standardize Processes & Ensure Compliance: Develop and enforce procurement policies, SOPs, and compliance frameworks; conduct audits and embed controls into workflows to reduce risk.
  • Enable Team Development & Change Management: Build and mentor a high-performing team, lead training programs, and drive cross-functional adoption of systems and process improvements.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the flexibility to process multiple grades of crude, producing high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products.
