Nature of Work: This is administrative and supervisory work in the operation of one of the City's maintenance and repair divisions. Work involves the planning, scheduling, overseeing, and reviewing the work of a division staff of skilled, unskilled, and clerical personnel in the maintenance and repair or replacement of equipment and facilities assigned to the division. An employee in this classification exercises considerable independence in the performance of duties; however, projects entailing changes in established policy are discussed with a supervisor.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience. Six (6) years of experience in the assigned area, three (3) years of which must have been in a supervisory capacity.

Preferred Qualification: Valid State of Nebraska Class IV license

Special Qualifications: Must be able to drive or coordinate transportation to work sites throughout the city during the course of the workday. May be required to work nights, weekends, and holidays.

Pay Range: $84,156.80 with step increases to $126,235.20 Annually

Who Can Apply: Applicants for a closed competitive posting are required to meet the following: Candidates must be a current or former City of Omaha employee in any of the following categories: Part-time, Seasonal, Classified, Unclassified, or Probationary, who has worked, at the time of application, at least 1,040 cumulative hours within the last 5 years and has been employed by the City at sometime within the last 18 months and who meets the qualifications as set forth in the posting.

Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by August 29, 2025 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by August 29, 2025.

Required Knowledge, Skills, and Abilities:

* Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks
* Knowledge of the standard methods, materials, tools, and equipment used in performing the duties of the assigned division
* Knowledge of the occupational hazards present in the assigned area and the precautions necessary to prevent them
* Ability to learn and adapt to advances in computer and electronics device technology and software
* Ability to plan, organize, and supervise divisional programs
* Ability to plan, organize, supervise, and evaluate the work of the personnel assigned to a division and to coordinate the work of private contractors
* Ability to oversee the maintenance of the divisions personnel and work records
* Ability to analyze data relating to the work of the division and its crews and to make adjustments as needed
* Ability to effectively communicate with subordinates, City officials, other City employees, and members of the public
* Ability to understand oral and written instructions
* Ability to establish and maintain effective working relationships with fellow employees and members of the general public
* Ability to adhere to safety policies, procedures, and guidelines
* If Assigned to the Facilities Management Division:
* Knowledge of Building Management Control Systems (BCMS) design, architecture, materials, and maintenance.
* Knowledge of computer network communication architecture and protocol, and its application to process or building control systems.
* Knowledge of standard materials, methods, and practices used in the repair of HVAC, plumbing, electrical or other building systems or equipment.
* Ability to plan, organize, and direct the progress of a group of employees performing repair and maintenance duties.
* Ability to use the work order management system to schedule and plan work on City facilities. Confers with department heads to discuss necessary infrastructure improvements or repairs.
* If assigned to the Sewer Maintenance Division:
* Knowledge of the Sanitary and Combined Sewage Collection Systems.
* Knowledge of and understanding of the equipment, tools and methods required to maintain the functionality and capacity of the Sanitary and Combined Sewage Collection System.
* Knowledge of and understanding of the equipment, tools, materials, and methods to repair, replace, or rehabilitate the Sanitary and Combined Sewage Collection System.
* Knowledge of the maintenance and repair methods of the Storm Water Collection System.
* Knowledge of the current work order system used by the Sewer Maintenance Division.
* Knowledge of the safety rules and regulations for confined space entry, respiratory equipment, and excavation work requiring shoring.
* Ability to evaluate equipment needs and write equipment specifications for sewer maintenance and excavation work.
* Ability to work flexible hours for sanitary and combined sewer system emergencies as required.

* Assists in the selection, training, scheduling, assigning, and evaluating of division personnel.
* Establishes, schedules, and coordinates projects and programs and orders needed parts and supplies to perform the projects.
* Inspects and oversees the installation, maintenance, repair, and modification of facilities, grounds, and service equipment.
* Oversees the inspection of work performed by independent contractors involved with repair work.
* Supervises, counsels, and evaluates employees regarding appropriate work methods, safety precautions, and divisional policies; recommends disciplinary actions for employees in violation of policies and procedures; and ensures the dispensation of approved discipline according to the pertinent union contract.
* Compiles data and writes reports on work completed, the status of projects in progress, and the costs involved.
* Assists in the preparation of the annual budget.
* Oversees the preparation and maintenance of the division's personnel and work records.
* Researches and implements new procedures, including safety procedures, and provides training to reduce personal injuries and property damage.
* Conducts price comparisons of equipment and processes and assists in writing specifications for new equipment, changes in procedures, or work to be performed by private contractors.
* Acts as superintendent in that person's absence.
* Must be able to respond to emergency situations as necessary, including those occurring after normal working hours.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
* The following essential functions are specific to the designated division:
* Facilities Management Division:
* Manages and maintains building management control systems and makes adjustments as required by building clients.
* Oversees boiler inspections for City of Omaha facilities, and ensures that proper actions are taking place to keep boilers in operation, including working with inspectors to determine proper repairs for equipment, and working with other City Departments to ensure recommendations are being implemented.
* Supervises and coordinates all fire protection inspections, approves or denies recommendations from contractors, and files reports.
* Supervises and coordinates the repair of elevators in City facilities, including working with contractors to accomplish repairs.
* Supervises and coordinates the diagnosis and repair of overhead doors. Works with contractors and City employees to ensure overhead doors function properly.
* Approves payments to contractors for work accomplished.
* Evaluates preventative maintenance procedures to determine what is needed in buildings and to ensure related equipment and accessories are operating as designed or intended.
* Conducts Facility Runoff Control Program (FRCP) inspections to maintain facility grounds per EPA requirements.
* Serves as direct contact for Facilities Management maintenance staff, receives/fields calls on issues related to HVAC, plumbing, electrical, or carpentry needs.
* Works with contractors to procure quotes for HVAC, plumbing, electrical, or other trade work as necessary to repair or maintain City facilities.
* Water Resource Recovery Facilities Division:
* Works with contractors to procure quotes for HVAC, plumbing, electrical, or other trade work as necessary to repair or maintain City facilities.
* Prepares bid documents for facility improvement and service contracts.
* Approves payments to contractors for work accomplished.
* Evaluates preventative maintenance procedures to determine what is needed in buildings and to ensure related equipment and accessories are operating as designed or intended.
* Works with Computerized Maintenance Management System to assign, plan, and schedule work and inventory management for a City Water Resource Recovery Facility.
