As required by our governmental client, this position requires being a US Citizen AND an active Secret clearance or the ability to obtain a Secret clearance to be considered.

The Program Manager will play a critical role in supporting international operations focused on aviation and law enforcement in alignment with broader national security objectives, including efforts related to counternarcotics, counterterrorism, and global coordination. This position requires expertise in managing IT systems and infrastructure in complex, austere, and globally dispersed environments, along with strong project management skills and an understanding of enterprise technologies that support mission-critical aviation operations.

Program Manager Responsibilities Include:

  • communications, and operational systems worldwide.

  • Oversee IT transition planning and execution during organizational restructuring under INL/ACB.

  • Provide expertise in implementing and maintaining IT infrastructure across remote and international operational areas with limited resources.

  • Ensure operational continuity and system resilience for aviation mission support systems, including aircraft tracking, maintenance, and logistics.

  • Coordinate with cross-functional teams, U.S. embassies, and host nation stakeholders on technical requirements and system delivery.

  • Maintain compliance with Department of State cybersecurity protocols, data governance, and information assurance policies.

  • Manage vendor relationships, service contracts, and lifecycle support for mission-critical systems.

  • Develop program documentation, performance metrics, and risk mitigation strategies in line with PMI standards.

  • Serve as a technical liaison between INL headquarters, field operations, and federal stakeholders.

  • Other duties as assigned to support mission success and evolving requirements.

Program Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in information systems management, Computer Security, or related technical field.
  • Certifications (Required):
    • Project Management Professional (PMP) and/or Program Management Professional (PgMP) required.
  • Experience:
    • Minimum 12 years of total IT operations and program management experience.
    • At least 7 years managing enterprise-level IT programs supporting globally deployed operations.
    • Experience leading 2 or more complex IT initiatives of similar scale or one long-term (6+ years) international deployment project.
  • Technical Proficiency:
    • Strong knowledge of secure IT architecture, infrastructure deployment, and aviation support systems.
    • Familiarity with DoS or DoD field operations and systems in austere environments preferred.
  • Skills:
    • Strategic thinking, leadership, and decision-making.
    • Ability to manage multi-site programs and coordinate with cross-cultural teams.
    • Strong verbal and written communication, especially for technical reporting and stakeholder briefings.
