DESCRIPTION OF WORK

In this position, you will oversee a team responsible for ensuring that contractors and consultants adhere to the plans, specifications, and quality standards set forth by PennDOT. Your role will involve coordinating and communicating effectively with engineers and technicians from various organizations, including PennDOT, FHWA, environmental agencies, the Pennsylvania Turnpike, and other key stakeholders. You should possess a comprehensive understanding of all aspects of highway engineering and construction, which encompasses activities such as stakeouts, grading, paving, drainage, guide rail installation, structural work, and the implementation of highway appurtenances like lighting, pavement markings, erosion control, traffic management, and vegetation. During the design phase, you will be tasked with reviewing plans for their constructability and conducting after-action reviews upon project completion. Additionally, you will be responsible for making field decisions that may involve altering plans, adjusting quantities, modifying work methods, and revising construction completion timelines. Your duties will also include managing project documentation, overseeing material control and acceptance, processing payments for contractors and consultants, executing project closeout procedures, conducting semi-final inspections, and ensuring overall project acceptance. When disputes arise with contractors, you will strive to resolve them amicably and participate in claim meetings and pre-claim discussions when necessary. Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time on ad-hoc basis. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Uniontown.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience is a Transportation Construction Manager 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Eight years of progressively responsible and varied experience in construction inspection, and four of which shall have been in a supervisory capacity, and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non- supervisory experience; or
- Four years of progressively responsible and varied experience in construction inspection three of which shall have been in a supervisory capacity and a Bachelor's Degree in engineering, physical science, mathematics, statistics or transportation technology; or
- Any equivalent combination of experience and/or training which provides the required knowledges, skills, and abilities.
Other Requirements:
- This particular position also requires possession of a valid Class C driver's license which is not under suspension.
