Job Title: Program Analyst - Technical Operations Center (TOC)

Position Overview:

LinTech Global is seeking a Program Analyst to support the IRS-CI Technical Operations Center (TOC), a mission-critical component of the CI TechOps portfolio. This role focuses on portfolio planning, performance tracking, and programmatic oversight for TOC operations and modernization efforts supporting 3,700+ users, including 2,600 special agents across the globe. As a member of the TOC planning team, you will be responsible for coordinating status reporting, risk analysis, enterprise alignment activities, and governance support across infrastructure modernization and endpoint services.

This role is remote.

Key Responsibilities:



  • Monitor and report on TOC modernization project status, risks, milestones, and performance indicators
  • Support alignment of TOC operations with broader TechOps strategy and Enterprise Architecture roadmap.
  • Assist in managing TOC investment planning, operational budget tracking, and resource forecasting
  • Prepare executive-level reports, dashboards, and presentations for TOC leadership and OCIO stakeholders
  • Track infrastructure and endpoint modernization initiatives to ensure they remain aligned with compliance, mission priorities, and Agile cadence.
  • Coordinate with program managers, engineers, and service delivery leads to facilitate timely execution of TOC tasks
  • Support planning and logistics for enterprise technical refresh efforts and lifecycle replacement cycles
  • Facilitate risk and issue management activities and recommend mitigation strategies.


Required Qualifications:



  • Bachelor's degree in Business Administration, IT, Engineering, or a related field
  • 5+ years of experience in federal program analysis or operations planning, preferably supporting enterprise IT.
  • Experience with performance metrics tracking, risk analysis, and IT service portfolio coordination
  • Ability to create clear, concise executive deliverables including status reports, risk logs, and investment summaries.
  • Strong collaboration skills to work across technical and business-facing stakeholders
  • Clearance: Must be able to obtain/maintain IRS MBI (Moderate Risk Background Investigation) - Public Trust


Preferred Qualifications:



  • Familiarity with IRS or federal law enforcement IT environments.
  • Experience with infrastructure operations, endpoint management, or enterprise IT modernization.
  • Proficiency with project tracking tools (e.g., MS Project, Jira, ServiceNow PPM, or Power BI).
  • ITIL Foundation, SAFe, or PMP certification.
