Senior Program Evaluation Analyst Portland, OR

SUMMARY

As a Senior Program Evaluation Analyst, you will have the unique opportunity to lead market research, program evaluation, and market synthesis projects that drive PGE's understanding and development of market opportunities. You will design and implement evaluation strategies for complex programs, assess market potential for new and existing products, and provide data-driven insights that support business decisions and product development. A successful candidate will have advanced knowledge of marketing databases and statistical analysis processes, as well as advanced analytical thinking and communication skills. KEY RESPONSIBILITIES

Specialization - Specializes in program evaluation. Experience in market research and market synthesis. Leadership or project work that crosses multiple areas of specialization.

Program Evaluation Designs and implements program evaluation strategy for multiple, complex programs to determine whether program objectives are met and to identify areas for program improvement and/or future market opportunities. Evaluates program(s) against formal metrics and strategic business objectives; assesses program implementation performance and reviews/validates program impacts; provides consultation to PGE programs staff in making program changes. Specific skills and knowledge for this role include:

  • Development of energy program Logic Models, KPIs and evaluation data requirements
  • Leads (cross)functional teams, including: research vendors, project teams, and key stakeholder groups.
  • Oversees production of advanced research reports PGE submits to OPUC.
  • Designing and implementing customer surveys, focus groups, in-depth interviews
  • Strong understanding of experimental program design, baseline/counterfactual selection for specific energy technologies and/or customer classes, energy modeling best practices, statistical analyses of energy impacts (e.g., load shifting, load shaping)
  • Knowledge of GIS (Geographic Information Systems) analytic capabilities
  • Evaluation RFP writing, vendor selection and contracting, ongoing management of contract scope, budget and schedule in an environment of rapidly evolving programs
  • Reviewing and editing technical evaluation reports/presentations to ensure accuracy, clarity, completeness, conformance with utility regulatory requirements, and usability by diverse internal program staffs.

Vendor Management - Determines when vendors are needed to conduct research; establishes success metrics; monitors vendor performance and works with vendors to resolve issues. Manages contracts and research vendor's work products. Works with supply chain team and program teams to craft RFP's for vendor evaluation contracts

Market Insights - Profiles target programs; provides insights on the effectiveness of various programs and determines areas for research to further PGE's understanding and development of market opportunities; assesses market potential for new and existing products and services; consults with clients to provide data and market insights that support the development of new or improved products or services.

Data Management - Manages quality practices of multiple work streams includingselecting data from internal PGE databases and external sources, drafting code bases for managing and analyzing large customer databases, and auditing the data quality of PGE's marketing and customer databases to recommend data governance solutions.

Market Research and Data Analysis - Determines best research techniques and resources and conducts market research from diverse sources; collects and analyzes complex data of market activities, the market environment, future trends and customer needs and profiles; determines what data to include in research; provides technical advice to clients on analytics of customer data to meet their objectives; reviews and improves efficiency and effectiveness of data analysis; consults with clients to support data-driven business decisions.

Communications and Reporting - Prepares and provides comprehensive reports and analysis on market trends and players in a way that will increase understanding and bring the insights of the analysis to life; disseminates market information to appropriate organizations; communicates market insights in a way that drives action.

Internal Collaboration and Interfaces - Interfaces with other teams to feed research into product development process for a variety of projects at all levels of complexity; serves as a subject matter expert to clients and others on the team; meets with internal clients and stakeholders to review objectives and priorities and tailor research and analysis services so they achieve their goals.

Research Emerging Technology - Maintains knowledge of industry news, market research and emerging technologies; researches and recommends emerging analytics tools, products and techniques proactively in anticipation of future needs.

Communication - Develops relationships and communicates regularly with industry researchers, technology companies and other utilities to inform market insights; develops and implements internal communication strategy.

EDUCATION/EXPERIENCE/CERTIFICATIONS

Education

  • Requires a bachelor's degree in business, marketing, statistics or other related field or equivalent experience. Master's degree and/or coursework in area of specialization preferred.

Experience

  • Typically, five or more years in program evaluation, market research, program evaluation or market insights, ideally in the electric utility space.

Compensation Range:

$89,175.00 - $148,625.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
