The Project of the Port of Elizabeth

APM Terminals and the Port of New York and New Jersey recently reached an agreement on the lease extension for APM Terminals Elizabeth through 2062. This extension paves the way for major infrastructure investments which will enhance capacity and transport velocity, create jobs and strengthen the economy.

APM Terminals will invest significantly in Port Elizabeth over the coming years to decarbonize its operations and enhance cargo-handling capacity at its 345-acre terminal. APM Terminals has also committed to the replacement and maintenance of all wharf and berth structures. This investment supports the Port Authority's Port Master Plan 2050, which anticipates cargo volumes doubling or tripling by mid-century.

Looking to the future, APM Terminals Elizabeth envisions a larger, more efficient container terminal. Planned upgrades include the optimization of the terminal layout, electrification of container handling equipment, and future-proofing container berths. In light of this development, APM Terminals Elizabeth is expecting to receive the sub-award of a Clean Ports Program Grant to partially fund these developments. This sub-award needs to be actively managed and sustained for compliance and project success.

The objective of this role is to assist the Project Director and project leaders to deliver the project by providing excellent project administration, document and system management, communication and business & office administration services and support.

Role Overview:

As part of the project leadership team, APM Terminals Elizabeth is looking for an individual to lead the project controls discipline for the Port Elizabeth Upgrade Project. The role is the Project Controls Lead (PCL) for the project.

To be successful in this role, we need our Project Controls Lead to deliver in three areas:

  • A one-source of truth on project performance. Transparent and purposeful communication is essential. This will include internal (the broader project team) and external (broader APM Terminals and external) stakeholder communication. Building rapport, project-wide commitment to accurate reporting and planning and trust will be critical to providing accurate information.
  • A centre of excellence for project management knowledge to support decision making. Knowledge of project management best practice and tools, and an understanding of lean principles will be important. Success will be possible if the project can remain focusssed on customer value as captured in the project requirements, even if this evolves from what it looks like today.
  • A driving force for proactive and effective project management and leadership. To facilitate the management of project performance, project teams need to be proactive. This means a strong knowledge and responsibility for reporting on leading and lagging indicators.

The project encompasses a complex construction project in a live oerating enviroment requiring advanced project controlls including but not limited to 4D schedulling, digital requirments management systems and extended docuemnt controll.

Project controls is a key technical function to deliver our project success criteria and ultimately the benefits back to the business. How this is led and delivered is just as essential as what is delivered. We believe it requires transparency on the results, great knowledge or experience to draw upon, and a mindset focussed on forecasting accurately and based improving in the future.

Key Accountabilities and Responsibilities:

Accountabilities

These are the areas of the project where the PCL will have ownership, including of the consequences, regardless of where or who undertakes the actual work or tasks.

Project controls reporting

  • The overall project way of working, including meeting cadence and purpose, adherence to standards and APMT processes.

  • Consolidation and adherence (by the project) to:

  • Project controls tools

  • Project Execution Plan (PEP), including project management plans

  • Leadership of Elizabeth Upgrade (E-Up) project controls function

  • Setup and management of the project systems. Given the complexity of the project this will likely involved 4D planning and active use of system engineering tools

Responsibilities:

These are the tasks that are expected to be undertaken by the PCL on the project.

  • Implement, maintain and drive the transparent application of the APMT project management and control tools by the project team itself and its consultants, contractors and suppliers.

  • Prepare and maintain scope & assumptions, schedule, risk and budget baselines as agreed with the project Steering Committee.

Communications & Engagement

  • Ensure clear and consistent reporting within and from the project team on actual and forecast progress.

  • Regularly meet with the design, construction, equipment and IT teams to maintain awareness of (potential) project issues.

  • Build working relations with counterparts at the head office, consultants, contractors and suppliers to ensure accurate and consistent project reporting.

Facilitation of

  • the correct application of the change management processes (i.e. changes to scope, schedule, requirements and budget),

  • the risk management and analysis process and ensure timely input from the project team as well as foment a pro-active risk management approach,

  • the document management process, including contractual correspondence and

    • Ensure correct and timely reporting:

    • within the project and team,

    • to Project Director, Project Engineering Lead, Construction manager, Business Integration Lead and other relevant leads.

    • to HQ Program Lead and PMO, and

    • to other corporate counterparts (as required),

    • including both leading and lagging indicators of project performance

    • the setup and implementation of project control systems & tools by acting as primary point of contact (PMWeb, document control, system engineering, planning, SharePoint etc.) and be responsible for the correct structural setup and access control.

    • Liaise with the functional counterpart (BIM PMO) on project control system issues and improvements.

    Controls & governance

    • Implement APMT project controls and project procedures, processes & standard templates to manage the construction, delivery of equipment and project IT & automation proactively.

    • Track project progress against the approved baselines and, where appropriate, ensure issues are proactively identified, addressed, resolved and/or escalated and reported.

    Qualifications, Skills, and Experience:

    • Relevant professional experience: minimum 15 years overall, including a minimum of 10 years within a project controls functional discipline of complex infrastructure project

    • Accountability in project controls and accurate reporting on status of delivery on at least two large-scale and complex capital infrastructure projects

    • Experience in working in a culturally and technical diverse team and environment, internally and externally to your organization

    • Confidently presenting and effectively communicating to internal (project) and external (HQ) stakeholders in written and spoken English

    • Coaching and/or mentoring others in project management tools and techniques across a team or broader functional business

    • Delivering a high-level of accuracy and quality outputs / reports

    • Completion and been awarded an advanced project management qualtification, for example APM PMQ, PMI PMP certificate or equivalent.

    • Knowledge and experience in using and implementing Project management platforms and systems on projects, ensuring engagement and use by the project team (for managing documents, contracts, change, cost, communication and ) e.g. PMWeb, Aconex, Relatics, and similar.

    • Project management tools including scheduling software e.g. Primavera P6 or similar.

    • Managing through influence and creating team commitment to following a governance structure, including procedures, processes and project controls

    • Proactive performance management through leading (predictive) measures

    • Experience of working in a matrix organization

    • Experience of supervision and line management of others in project controls or project management roles.

    • Experience in managing Risks effectively and pro-actively, including undertaking risk analyses and determining the project's risk profile and contingency requirements from this.

    Education

    • Bachelor's degree (or equivalent)

    • Professional certifications such as Association of Project Management - Chartered status; Project Management Professional (PMP) or equivalent would be a plus.

    Job Type: Full Time

    Salary: USD 156,300.00 - 172,800.00

    The above stated pay range is the anticipated starting salary range for this position. The Company may adjust this range in light of prevailing market conditions and other factors such as location. The Company will work directly with the selected candidate(s) on the final starting salary in accordance with all applicable laws
