Job Description Summary: The Director of Enterprise Data & Analytics is responsible for leading and guiding the enterprise on the data strategy, use of advanced analytics, and delivery ecosystem that facilitates the secure collection, processing and use of data. The Director works with business leaders from across the enterprise to develop and utilize advanced analytics to provide new business insights, drive innovation and create market leading competitive advantage. This position also envisions and defines our data assets and develops and executes the strategic roadmap to ensure data is well managed, appropriately available to stakeholders, and available for transformative analytics capabilities. The Director oversees all aspects of enterprise data management, including but not limited to, data architecture, engineering, integration services, distribution, reporting, and analytics functions to deliver insights that drive business value.   • Directs, leads, and oversees employees in accomplishing work objectives within the unit(s). Coaches, motivates, rewards, and recognizes employees. Sets clear goals, objectives and expectations while holding employees accountable for achieving results
  • Champions and drives innovative analytics capabilities within the enterprise, advancing the organization's use of data to drive new insights, business products and services, while guiding the Blue KC journey to a data-driven business
  • Partners with business leaders to envision and develop new levels of analytics and data analysis, utilizing data-driven insights to drive new digital healthcare capabilities and other leading edge business innovations
  • Develops and executes the vision and resulting solutions for data quality, availability, interoperability, and protection of our data across our assets while enabling business outcomes through analytics and integration
  • Leads the development and execution of multi-year business plans that addresses current and emerging market demands, Blue KC priorities, enabling solutions in the areas for data, analytics, shared solutions, and business applications
  • Oversees data operations ensuring the team takes a process-oriented, automated, and collaborative approach to designing, implementing, and managing a distributed data architecture, data workflows and production data ETL services
  • Evangelizes Blue KC's overall data literacy and knowledge/skills, including data analytics concepts, data visualization, advanced analytics, business intelligence and the foundational use of Blue KC data to support AI and ML
  • Ensures process and procedures within the organization are focused on data accuracy and quality.
  • Oversees the development, delivery, and on-going management of a successful data governance program.
  • Identifies and measures program goals through key performance metrics, operational SLAs, and adoption goals.
  • Lead production operations of all aspects of enterprise data management and data integration services, including data loading, and data ETL
  • Drive adoption of advanced analytics, machine learning/AI, and predictive modeling
  • Ensure data compliance with HIPAA and payer regulations
  • Oversee enterprise data architecture and integration strategy
  • Ensure data quality, stewardship, and lineage practices
  • Implement advanced analytics, AI/ML, and predictive modeling
  • Collaborate on enterprise AI/ML deployment governance.
  • Drive self-service BI adoption and training / certification programs across the enterprise
  • Develop governance for external data partnerships, data providers, and managed services providers
  • Oversee cloud-based data platforms and data lakes.
  • Design and maintain centralized metadata repositories, ensure metadata and cataloging for enterprise data assets.
  • Collaborate with compliance teams on data privacy requirements.
  • Establish reusable analytics assets and playbooks.
  • Champion data democratization and literacy initiatives.
  • Evangelize the use of advanced analytics, data engineering and data sciences within Blue KC
  • Establish KPIs and metrics for the use of enterprise data, data analytics, reporting, and data integration
  • Support real-time data streaming and operational dashboards as needed.

Minimum Qualifications

  • Bachelor's degree in Business, Information Technology, Data Analytics, Finance, Management Information Systems, Healthcare or related field
  • 10+ years in data management and analytics roles.
  • 10 years in Information Technology Leadership experience, 7 years of Senior Leadership
  • Experience with payer data (claims, eligibility, risk scoring).
  • Hands-on understanding of data lakes, BI tools, SQL, and data modeling.
  • Experience leading multidisciplinary data teams.
  • Experience with payer and provider data sources.
  • Familiarity with data governance frameworks (e.g., DAMA-DMBOK).
  • Experience with Python, R, or other analytic programming languages.
  • Deep understanding of data lakehouse and warehouse patterns.
  • Experience integrating payer data with external benchmarks.
  • Data governance and quality management expertise.
  • Strong interpersonal and communication skills.
  • Ability to present insights to non-technical stakeholders.

Preferred Qualifications

  • Master's degree in Business, Information Technology, Data Analytics, Finance, Management Information Systems, Healthcare or related field
  • 15 years in data management and analytics roles.
