Overview

Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Summary:

Maintains oversite of support staff and other personnel related to the Chemical, Biological, Radiological and Nuclear Defense Medical (CBRNDM) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract and all associated Task Orders awarded. Proficient in the use of corporate tools and assets and able to train others in their use. Interacts with corporate staff, customers, subcontractors, and other personnel as needed. Reports directly to the Program Director.


Responsibilities

Essential Job Functions:

  • Manage staff and monitor performance within designated programs and projects
  • Provide leadership and guidance to ensure contract deliverables and requirements are met
  • Develop and maintain customer relationships; build new work and growth within programs and projects
  • Coordinate meetings with program and project staff to address or report performance issues and provide recommended solutions
  • Monitor, review and approve employee timesheets and expense reports
  • Conduct employee evaluations and disciplinary events; monitor employee performance
  • Track and validate contract invoices, labor hours, material expenses, etc.
  • Monitor program financial performance and conduct Program Status Reviews
  • Demonstrated expertise in the use of system tools (Deltek, iCIMS, ADP,) and Goldbelt processes (security, recruiting, discipline, timekeeping, etc.)
  • Monitor recruiting efforts to ensure all positions are staffed with qualified personnel
  • Monitor and implement employee recognition
  • Develop, review and implement transition plans for contract startup and close-out
  • Monitor, review and approve employee timesheets and expense reports
  • Oversee and conduct employee evaluations and disciplinary events; monitor employee performance
  • Monitor and track monthly reporting; ensure requirements are met
  • Monitor program staff in the use of system tools and Goldbelt processes and their ability to train personnel. Train as necessary. (Requires expertise in ADP, Deltek, iCIMS, etc.)
  • Monitor market research and analysis in developing salary and cost estimates for new and existing work
  • Work with BD executives and assist the Business Development Group in delivering technical content related to the assigned Program
  • Overseeing staffing plan development
  • Act on behalf of Goldbelt Profession Services (GPS) on all contract matters relating to daily operation of the CBRN contract
  • Serve as the focal point to work with the assigned Contracting Officer Representation (COR)
  • Ensure all Contract Data Requirements Lists (CDRLs) are completed, accurate and submitted on time
  • Business Development:
    • Work with BD Executives by reviewing the RFP (PWS) for technical content and program related matters
    • Attending technical industry days
    • Overseeing Transition plan development
    • Responsible for content regarding Technical Volumes
    • Reviewing the final proposal for technical compliance

Qualifications

Necessary Skills and Knowledge:

  • Proven record of honesty and integrity in all relationships
  • Knowledge of government contract management
  • Demonstrated leadership and organizational skills
  • Delegates responsibilities effectively
  • Excellent interpersonal skills and a collaborative management style
  • Excellent computer skills and proficient in Microsoft Excel, Word, Outlook, SharePoint and TEAMS
  • Excellent communication skills, both verbal and written

Minimum Qualifications:

  • Bachelor's degree in Business, computer science or related field OR equivalent relevant years of experience
  • Minimum three (3) or more years of related experience; or seven (7) or more years' related experience in lieu of degree
  • Ability to obtain/maintain a security clearance

Preferred Qualifications:

  • Master's degree in Business or Related technical field
  • PMP certification

Pay and Benefits

The salary range for this position is $175,000 to $195,000 annually.
