Willdan Financial Services has an immediate temporary-to-permanent opening for an Analyst Assistant in the District Administration Services (DAS) Group at our Temecula office. The DAS division is responsible for managing the ongoing day-to-day activities associated with the long-term collection of bonded and pay-as-you-go special taxes, assessments, fees, and charges. The ideal candidate will possess a diverse skill set encompassing public administration, finance, accounting, and public works, and will be tasked with overseeing various aspects of district administration.

As a Special Districts Administrator, the Analyst Assistant will serve as a pivotal liaison for assigned clients, overseeing a spectrum of administrative duties integral to the annual process. The Analyst Assistant's responsibilities encompass providing timely and accurate data to Project Managers, ensuring client compliance with federal, state, and local laws, and meticulously administering special district functions.

Essential Duties and Responsibilities

For approximately the first six months to a year, the Analyst Assistant will be under full supervision of the Senior Analyst and/or Project Manager(s). In addition, interaction with external clients (such as members of the public and other government agencies) will be minimal but will increase with proficiency in subject matter and assigned tasks. The Analyst Assistant is responsible for the day-to-day analysis and financial functions related to the administration of special districts including but not limited to completing special tasks and requests for our local government clients. The position is primarily focused on, but not limited to the following:

  • Limited Client Liaison: Assist in serving as the primary point of contact for assigned clients, fostering strong relationships and addressing inquiries promptly.
  • Administrative Expertise: Assist in managing diverse administrative tasks essential to ongoing operations within the annual cycle.
  • Data Management: Analyze and manipulate large, intricate datasets, ensuring accuracy and integrity throughout.
  • Regulatory Compliance: Collaborate with Project Managers to ensure client adherence to pertinent laws and regulations, particularly in government and taxation domains.
  • Financial Oversight: Read and study how to administer special district finances, including database management, financial tracking, and tax/assessment calculations.
  • Legal Interpretation: Read and study how to interpret legislative code sections and legal documents pertaining to special district bonds, offering insights and recommendations as needed.
  • Spatial Analysis: Utilize mapping tools for spatial analysis, enhancing decision-making processes.
  • Issue Identification: Read and study how to identify potential issues, problems, or liabilities, working alongside Project Managers to devise effective solutions.
  • Quality Assurance: Deliver high-quality work products through thorough quality control reviews, ensuring accuracy and excellence before final delivery.
  • Project Management: Collaborate with Project Managers to prioritize tasks, ensuring the timely delivery of superior deliverables.
  • Stakeholder Collaboration: Read and study how to engage with a diverse array of stakeholders, delivering exceptional customer service within a dynamic growth environment.
  • Meeting Attendance: Participate in client meetings alongside Senior Analysts and Project Managers, contributing valuable insights and support.
  • Adaptability: Thrive in a fast-paced, evolving work environment, effectively managing multiple projects and tasks.
  • Additional Responsibilities: Undertake any additional duties as assigned by the Project Manager to meet evolving business needs.

Job Requirements / Qualifications

  • Bachelor's degree in a relevant field (e.g., Business Administration, Public Administration, Finance).
  • Some experience in administrative roles, preferably within the realm of special districts or governmental entities.
  • Strong analytical skills, with the ability to interpret complex data sets and legal documents.
  • Exceptional communication and interpersonal abilities, facilitating effective client interactions and stakeholder engagement.
  • Proficiency in database management, financial analysis, and spatial analysis tools/software.
  • Medium to Advanced experience level in Microsoft Excel, Word and Outlook.
  • Ability to work autonomously while also collaborating effectively within a team environment.
  • Flexibility and adaptability to thrive in a dynamic, fast-paced work setting.
