Job Summary

**This is a contracted position and will end in one year from the date of hire
Amend at UCSF in the UCSF Division of Health Equity and Society seeks to recruit a Program Manager (PM) to lead content and strategic initiatives in Amend's academic programs focused on public health-focused prison transformation in the U.S. The PM will administer organizational and operational activities for these academic programs (taken together equivalent in workload to a mid-sized academic program). The PM will independently administer major program components and operational requirements, including management, program development, policy analysis, strategic communications, strategic planning, narrative writing, and program evaluation duties. Duties also include optimizing other team members' presentations and written products, developing or optimizing templates for reports, and may include presenting in Amend's work in public forums and other tasks at the discretion of the PI.

The PM's programs will require advanced knowledge and experience in expository writing, policy analysis, strategic planning and communication, presentation, and/or op-ed writing. Required content knowledge in at least one of the following areas of focus is required: prison policy, practice, reform and/or public or occupational health, and/or strategic planning, communication and design. Knowledge in at least one or more related areas is required, including conditions of prison confinement in the U.S.; public health and human rights; medically and socially vulnerable populations; labor relations and/or movement organizing; best practices and human rights standards related to imprisonment; and/or advanced skills in communication and design. Superb skills and independence is required in writing, organization, communication, and personnel management as well as demonstrated program management skills (including financial management of complex program budgets and defining and achieving clearly defined program objectives) are also required. Experience collaborating with high-ranking government officials and/or leaders of non-governmental and community-based organizations is desirable.

The PM will have independent responsibility for the overall management and oversight of all administrative operations, program design and implementation of the group academic programs with a total annual budget of approximately $500,000. The PM will have responsibility for coordinating activities, writing opinion pieces and analysis of prison and/or healthcare policies, and reporting progress to the program Director across multiple assigned projects. Other duties related to academic programs as assigned by PI.

Finally, the PM is responsible for identifying future partnership and program implementation opportunities, preparing strategic planning documents related to new opportunities under the guidance of the PI, and supporting competitive grant and other funding applications as assigned by the PI.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $147,600 - $221,300 (Annual Rate).

Department Description

The UCSF Division of Health Equity and Society (DHES) at San Francisco General Hospital is part of the UCSF Department of Medicine. The DHES carries out innovative programming and research to prevent and treat chronic disease in populations for whom social conditions often conspire to both promote various chronic diseases and make their management more challenging. The Division is home to the Benioff Homelessness and Housing Initiative (BHHI) which provides accurate, timely policy-oriented research about homelessness for local, state, and national policymakers and practitioners. The Division is also home to Amend, a public health and human rights focused program that works in prisons and jails to reduce the debilitating health effects of these facilities on residents and staff alike, while simultaneously joining policy makers and community leaders to work towards de-carceration and a better, new system of accountability and healing with human rights and health at its center.

Required Qualifications


  • Terminal degree in a related area (PhD, JD, MD, etc.) and 8-12 years of experience and/or equivalent combination of education and experience / training
  • Strong background in communication, writing, design
  • Outstanding oral and written communication skills.
  • Strong ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Strong interpersonal skills and ability to work with diverse groups to achieve results.
  • Strong ability to work collaboratively with internal and external peers and managers.
  • Demonstrated experience successfully managing multiple (or complex) projects/programs at once (often with competing deadlines/demands)
  • Ability to travel nationally & internationally to achieve program goals if needed
