This position shall provide GIS Analyst support to the Business Information Systems Branch at he SILC to ensure specific requirements and goals identified in the CG Civil Engineering Program Annual Performance Plan and the SILC Business Plan are met. Services to be provided include collaboration with SILC on the development of role-based access controls (RBAC) for SILC's ArcGIS Enterprise team, development of various surveys using Survey 123 Connect, leveraging GIS in streamlining construction efforts and development of data connections with Power BI to support SILC dashboard development. 2.2.1 The contractor shall require a minimum of five years of experience with ESRI's ArcGIS platform, to include Survey 123 Connect, Dashboards and ArcGIS for Power BI. Accurately experience shall be related to asset or facilities management. 2.2.2 The contractor shall require an associate's degree or higher from an accredited college or technical school in GIS, Surveying, Engineering, Cartography, Geography, or Information Systems as well as a minimum of 5 years of related work experience. This experience shall be directly related to asset or facilities management. 2.2.3 The contractor shall ensure knowledge and experience developing data connections and dashboard development using the Microsoft Power BI platform in conjunction with the ESRI ArcGIS for Power BI and ESRI Dashboards applications. 2.2.4 The contractor shall develop & sustain new GIS & Power BI connections requested while collaborating with the Business Information Systems Branch's Performance Team and documents same via process guide. 2.2.5 The contractor shall develop, document (via job aid) and sustain new surveys and workflows for collecting and sharing of post event (natural or man-made disasters) damage assessments to CG facilities utilizing ESRI Survey 123 connect, ESRI drone to map and other necessary ESRI applications. 2.2.6 The contractor shall provide industry best practices on managing enterprise-wide civil engineering GIS data. Additionally, the contractor shall develop the Role Based Access Controls (RBAC) schema for managing SILC's SEXTANT group/data store which is based on the ESRI ArcGIS Enterprise platform. Adhere to CG-684 GIS governance & develop job aid for same. 2.2.7 The contractor shall produce process guides, letters, memorandums, visual presentations, spreadsheets, and e-mails communications for internal CG use and with different government agencies using Microsoft Office suite tools (Outlook, Word, Excel, PowerPoint, Teams) as required. 2.2.8 The contractor shall speak, read, and write English fluently. 2.2.9 The contractor shall develop, document (via job aid) and sustain a new civil engineering project planning GIS data layer and/or GIS workflows to improve the efficiency of the planning phase of new civil engineering projects. Additionally, the contractor shall leverage existing open-source GIS data as applicable to support the following areas during site selection/preparation.
2.2.10 The contractor shall serve as a GIS subject matter expert SME), providing guidance, training, and training material development as required/requested to SILC and subordinate unit staff members, to include travel to complete on-site training at subordinate units as needed. 2.2.11 The contractor shall produce GIS related products such as standard or custom maps, charts, graphs, GIS analysis, GIS projects and related GIS data, based information provided by the SILC GIS Program Manager and/or the COR. |
