IT Security Analyst Department: IMSD Salary Range: $62,171.20 - $93,267.20 Closing Date: July 29th, 2025 or upon the receipt of the first 50 application submissions. Summary: The IT Security Analyst performs four core functions for Milwaukee County. The first is the execution of daily Security Operations Center (SOC) operations using existing security solutions. The second function is the identification, investigation, and resolution of possible and actual security breaches detected by those systems. Thirdly, the IT Security Analyst is fully aware of the County's enterprise IT security strategy and actively works towards implementing and achieving the strategic goals, including security awareness and educational activities. Lastly, the IT Security Analyst may also participate in the implementation of new security solutions, creation and or maintenance of policies, standards, baselines, guidelines, and procedures, conduct vulnerability audits, assessments, and other governance, risk, and controls (GRC) activities assigned. Job Responsibilities:
- Responds to critical incidents affecting systems, users, and networks.
- Resolves assigned IT Service Management (ITSM) tickets related to security incidents and / or security service requests.
- Creates, analyzes, and writes incident reports, including post-incident reviews (PIRs). These activities also include interviewing end-users and system owners, as required, and recommending and executing remediation plans.
- Executes vulnerability scans and reviews vulnerability assessment reports. Identifies vulnerabilities and works with other
- IMSD personnel to reduce identified vulnerabilities (e.g., Network, Support Services, etc.).
- Maintain up-to-date baselines and configurations for the secure configuration and operations of existing security solutions.
- Monitor all in-place security solutions for efficient and appropriate operations.
- Review logs and reports of all in-place devices, whether they be under direct control (i.e., security tools) or not (e.g., workstations, servers, network devices). Interpret the implications of that activity and devise plans for appropriate resolution.
- Participate in investigations into problematic activity.
- Participate in the design and execution of vulnerability assessments, penetration tests, and security audits.
- Provide on-call support for end users for all in-place security solutions.
- Collaborate with the IT Security Manager and IT Security Engineers to generate and report metrics.
- Develops and delivers security education and awareness content (e.g., training documentation, newsletters, simulated phishing campaigns, training videos, etc.).
- Maintains up-to-date detailed knowledge of the IT security industry including awareness of new or revised security solutions, improved security processes, and the development of new attacks and threat vectors.
- Recommends additional security solutions or enhancements to existing security solutions to improve overall enterprise security.
- As directed from the IT Security Manager and / or IT Security Engineers, performs the deployment, integration, and initial configuration of new security solutions and of enhancements to existing security solutions in accordance with standard best operating procedures generically and the enterprise's security documents specifically.
- Recommends to the IT Security Manager and / or IT Security Engineers strategies and plans to enforce security requirements and address identified risks.
- Coordinates with the IT Security Engineers and the Business Relationship Management team, as requested, to identify security requirements, risks, and business impacts of requested new technologies and services. Components of this activity include but are not limited to communication, facilitation, and consensus building.
- Participates in the planning and design of enterprise security architecture, under the direction of the IT Security Manager and / or IT Security Engineers, where appropriate.
- Participates in the creation of enterprise security documents (e.g., policies, standards, baselines, guidelines, procedures, etc.), where appropriate.
- Participates in the planning and design of an enterprise business continuity plan and disaster recovery plan, under the direction of the IT Security Manager, where appropriate.
Minimum Qualifications:
- Current residency within the state of Wisconsin upon application required.
- Associate degree in Information Technology, Business, Computer Science, Engineering; or related field.
- At least 1 (one) year of progressive experience in a combination of complex IT infrastructure solutions, IT security and / or governance, risk, and controls (GRC)
- Intermediate knowledge and experience with Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook, Teams, etc.).
- Basic working knowledge of and experience with network concepts and device functionality.
- Basic working knowledge of and experience with Windows servers and desktops.
- Intermediate knowledge and comprehension of device log formats, data, and use
Preferred Certifications and/or experience: One or more of the following IT security related certifications - PREFERRED
- CompTIA Security+
- CompTIA Advanced Security Practitioner (CASP+)
- Global Information Assurance Certification (GIAC) Information Security Fundamentals
- GIAC Security Essentials (GSEC)
- GIAC Certified Incident Handler (GCIH)
- Microsoft Certified Systems Administrator - Security
- Associate of (ISC)2
Additionally, the following IT certification is PREFERRED:
Knowledge & Experience:
- Demonstrated ability to execute the necessary tactical activities within an enterprise IT security strategy.
- Experience in enterprise security document creation.
- Experience in execution of governance, risk, and compliance activities, including experience with control frameworks and legal and regulatory compliance standards (e.g., ISO, NIST, PCI-DSS, HIPAA, etc.).
- Experience in designing and delivering employee security awareness training.
- Experience in core security competencies throughout the Open Systems Interconnection (OSI) model.
- Experience with industry standard Security Information and Event Management tools.
