Overview

The Section Manager is responsible for overseeing all aspects of planning, installation, and maintenance activities related to projects on the gas Extra High-Pressure and Distribution systems. This role requires a high level of skill and expertise to provide guidance and support across a range of project design and construction complexities, as well as the ability to exercise independent judgment and make sound business decisions. The Section Manager must demonstrate strong organizational skills, attention to detail, and flexibility in managing multiple assignments while meeting deadlines. Additionally, this position necessitates effective communication with regulatory agencies, internal and external stakeholders, and various levels of management.

Responsibilities

Core Responsibilities
  • Supervision and management of direct reports and contractors hired.
  • Evaluate and verify execution of policies and procedures throughout Gas Operations and Gas Engineering.
  • Monitor and promote compliance with federal and state laws and regulations, and company procedures/specifications within Gas Operations and Gas Engineering.
  • Establish goals, determine human resource needs, productive targets and operating improvements.
  • Develop the Engineering staff. Identify key performers and plan training advancements.
  • Review and approve IP-9 procedures and Gas Specifications as needed.
  • Review and approve project specifications and drawings as needed.
  • Work with Project Manager and Construction Manager to ensure projects are completed on time and within budget.
  • Ensure Sr. Engineers/Engineers are closing out projects in a timely manner with all required documentation accounted for.
  • Identify minimum training for incumbents and develop programs to comply.
  • Evaluate and recommend changes for clarity, applicability, code compliance and field performance of company specifications and procedures.
  • Participate in required committee meetings within Gas and Construction organization.
  • Use or assist in the development of technology to identify and analyze risks, trends, and areas for improvement.
  • Provide technical expertise to other departments as needed.

Qualifications

Required Education/Experience
  • Master's Degree in Engineering and 6 years full time related work experience or
  • Bachelor's Degree in Engineering and 8 years full time related work experience.
Relevant Work Experience
  • Supervisory experience of 3-5 years. Required
  • Extensive knowledge of Gas Engineering, Construction or gas utility field. Required
  • Extensive experience with administrative activities and field operations. Required
  • Experience/knowledge of federal, state and city regulatory code requirements relating to Gas Operations. Required
  • Experience in report writing to senior officers and excellent presentation and interpersonal skills. Required
  • Comfortable learning and using various forms of technology and software to lead and manage the functions of the section. Required
  • Experience in Project Management or Contractor Oversight. Preferred
  • Knowledge of PHMSA Mega Rule and MAOP Reconfirmation requirements. Preferred
  • Prior experience in quality control, quality assurance, operations auditing, or related field. Preferred
Skills and Abilities
  • Ability to inspire and develop staff
  • Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
  • Possesses flexibility to work in a fast paced, dynamic environment
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to visit field sites in all types of weather and wear the associated PPE.
  • Must be able and willing to travel within the Company service territory as needed.
