Job Summary

Reporting to the Director of the HR Technology PMO, this position manages HR technical projects having a defined beginning and end. Assembles and directs moderate to large project teams, designs project plans and schedules and monitors budget and resources.

Directs the activities of the project with the goal of completing the project on schedule and within budget constraints. Manages the project's framework processes and methodologies involving departmental or cross-functional teams. Plans, coordinates and monitors scope, requirements, schedules, budgets, resources, tasks, risks, staff and deliverables. Monitors the project from initiation through completion. Organizes and leads activities relating to the management and completion of projects.

Minimum Qualifications

  • Bachelor's degree in a related field and/or equivalent experience/training.
  • Experience in technical project management, overseeing the full lifecycle of complex IT or HR technology projects from initiation to completion.
  • Demonstrated experience managing projects that involve cross-functional teams, technical integrations, and enterprise-wide system implementations.
  • Experience working with business systems analysis, including gathering requirements, identifying process improvements, and implementing system changes to enhance business operations.
  • Proven track record in risk assessment and mitigation, stakeholder communication, and managing shifting project priorities while ensuring deliverables are met on time and within budget.
  • Strong background in IT systems, HR technology, or data analytics is preferred, with experience in a higher education or healthcare setting being a plus.
  • Skills and Knowledge: Requires effective communication, advanced organizational, and project management skills, including attention to detail, task prioritization, and contingency planning. Demonstrated effective writing and persuasive argumentation skills.
  • Technical Expertise: Broad knowledge of computing and communications, including hardware, networking, software, operations, and disaster recovery. Working knowledge of technology-related initiatives and their organizational impact, with the ability to design services to meet diverse needs.
  • Project Management: Extensive experience in managing complex projects, with a seasoned ability to apply advanced project management methods and techniques. Demonstrated success in tracking efforts, monitoring progress, anticipating obstacles, and delivering results on time and within scope. Proficient in aligning project goals with organizational objectives and ensuring effective stakeholder engagement. Full understanding of project management frameworks and methods.
  • Leadership and Problem-Solving: Proven leadership ability, effective problem-solving skills, and the capacity to assess needs and implement solutions aligned with organizational goals.

Preferred Qualifications

  • PMP Certification
  • Project leadership experience within a university, healthcare, or enterprise HR environment.
  • Hands-on experience using project management tools such as Smartsheet, Jira, ServiceNow, or similar platforms.
  • Experience implementing change management strategies and process improvements to optimize workflows.

Department Overview

The HR Technology and Data Analytics department is a vital unit within the UC Davis Human Resources Division, serving both the campus and UC Davis Health populations. Our mission is to enable effective human resources operations through the strategic use of technology, data, and project management.

The department is composed of three specialized teams: HR Applications, which is responsible for the administration, support, and optimization of core HR systems; the HR Project Management Office (PMO), which manages HR initiatives aligned with the HR three-year strategic roadmap; and HR Data Analytics, which delivers workforce data reporting, analytics, and insights to inform decision-making.

Together, these teams support internal HR operations and provide services to all employees across the Davis and Sacramento campuses. We are committed to improving service delivery, ensuring data integrity, and driving continuous improvement in HR processes through the smart application of technology and analytics.

Serving UC Davis and UC Davis Health, the HR Technology and Data Analytics team manages a diverse portfolio across system integrations and support, application integrations, technical project management, and data analytics.
