Job Summary
-
The Loudoun County Department of Planning and Zoning seeks qualified applicants for the position of Planner II with the Proffer Management Team in Zoning Administration. The Proffer Management Team reviews and implements complex proffer agreements that mitigate impacts associated with medium to large-scale development projects in the County. The County relies on the Proffer Management Team to monitor and ensure that land development projects meet commitments during such development.
As a Planner II you will work closely with applicants, staff from a variety of County agencies, and the public. Assignments may include conducting audits to ensure proffers/conditions have been fulfilled prior to project build out and bond release; updating the County's LandMARC database to reflect proffer audit findings; entering approved proffers and conditions to LandMARC for tracking; communicating deficiencies of proffer compliance to engineers, attorneys, development representatives, and general contractors for resolution; preparing cash proffer determinations in support of budget allocations for the County's Capital Improvement Program; preparing requests for proffered right-of-way in support of County and VDOT road projects; preparing determinations that provide interpretations of approved proffer language on behalf of the Zoning Administrator; reviewing land development applications for proffer compliance; preparing reports and audits for the Zoning Administrator, Director of Planning and Zoning, County Administration, the Transportation and Land Use Committee, and/or the Board of Supervisors; assisting the public and County staff with proffer inquiries; investigating complaints of non-compliance; and managing the resolution of proffer issues. The position provides opportunities to attain substantial experience in understanding the full scope of land development from reviewing conceptual development proposals requesting entitlements to verifying that the project complies with County requirements.
This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program. Hiring salary is commensurate with experience

Minimum Qualifications

Bachelor's degree in Planning, Management, Public Administration, Urban Management, Architecture, Landscape Architecture, Geography, or related field; two (2) years of experience related work experience in professional planning; equivalent combination of education and experience.
The successful candidate must exhibit an astute attention to detail; excellent writing and analytical skills; effective communication skills when working with staff, applicants, the public, and elected and appointed officials; and the ability to meet deadlines and produce quality products while managing multiple assignments. The applicant must have practical knowledge of land use planning, development practices, zoning, transportation, sustainable building/development, and environmental planning.
Preferred qualifications include American Institute of Certified Planners (AICP), Certified Zoning Official (CZO) certification from the Virginia Association of Zoning Officials (VAZO), experience in local government planning organizations, and knowledge of planning and land use practices in Virginia.

Visits to active construction sites to ensure that proffers/conditions have been fulfilled prior to project build out and bond release is expected.
