This opportunity is for a Director to oversee the Human Resource and Quality Assurance (HRQA) functional components of the Bedford-Somerset Developmental & Behavioral Health Services (DBHS) agency which is a two-county joinder and supports the counties' HealthChoices program. The major areas directed and developed by this position include: recruitment and employment, development and implementation of all Agency policies, employee relations, classification and compensation, benefits administration, contracting, credentialing, safety and health, orientation, training, organizational planning and development, employee services, directs the work of an integrated interdisciplinary staff engaged in the ongoing development, monitoring and evaluation of the facility's continuous quality assurance for approximately 200 full and part-time Civil Service staff, noncivil service employees and several contracted positions.

DESCRIPTION OF WORK

This position serves as the Human Resource and Quality Assurance (HRQA) Director for the Bedford-Somerset DBHS Program. Serves as the HRQA liaison with the Bedford and Somerset County Commissioners, HealthChoices, Human Services Agencies, Department of Human Services, Office of Administration, State Civil Service Commission/Office of Administration (OA), the Pennsylvania County Worker's Compensation Trust, Attorneys representing DBHS (quality compliance, labor law, worker compensation, unemployment compensation, County Solicitors, etc.) and the general public.

This position is responsible to ensure compliance with all state and federal regulatory and employment statutes including: applicable regulations from Center for Medicaid and Medicare Services (CMS), Department of Human Services, Office of Mental Health and Substance Abuse Services, Office of Developmental Programs, Office of Child Development and Early Learning, HealthChoices, HIPAA, Right To Know Law, The American with Disabilities Act, Fair Labor Standards Act, Family Medical Leave Act, Affirmative Action, Title VI and VII of the National Labor Relations Act, COBRA, IRS Codes associated with the administration of pension plans, the Pennsylvania Human Relations Act, Age Discrimination in Employment Act, Immigration Reform and Control Act of 1986, State Civil Service Act, Department of Human Services Rules and Regulations, and Veteran's Preference Act and EEOC Sexual Harassment Guidelines.

Directs all aspects of employment under the State Civil Service/OA System processes, as well as the employment processes for the HealthChoices Program. Manages the hiring process, oversees recruitment efforts, directs and oversees all adverse personnel action proceedings. Provides advice and counsel regarding policy/procedure infractions and/or less than satisfactory work performance. Recommend discipline when appropriate. Consults with agency labor law attorney as needed. May testify in hearings. Manages the classification program. Responsible for evaluating duties, responsibilities, scope and complexity to assign job titles that most appropriately match the jobs in the classification system. Oversees job description writing/editing by supervisors. Ensures accuracy of personnel information in the Electronic Personnel Record. Oversees the processing of all bi-weekly payroll/status changes for employees. Prepare and present the compensation plan and addendums as needed for approval. Directs the administration of benefits. Directs a consistent agency-wide employee performance review program. Oversees the administration of the worker's compensation program.

Analyzes and recommends organizational changes within the agency to include forecasting to meet future agency needs structurally and also includes career management. Directs employee relations and employee services. Administers the Student Loan Assistance Reimbursement Incentive (SLARI) Program and Referral Hire Program.

In conjunction with the Executive Team, assist with planning staff development and training of agency staff. Review and interpret laws, regulations, policies and procedures. Provides technical assistance regarding quality, personnel and employment items as needed to the Executive Team, the Joint Board of County Commissioners and other Human Services Agencies. Serves as a member of the Health Choices Executive Team. Participate as a member of the HealthChoices Board of Directors and ad-hoc committees as needed.

Oversee the Agency Quality Compliance requirements, processes, and activities and ensure compliance with requirements are being met. Develop operational plans, policies, procedures, and timetables for quality management activities to be implemented by departments. Responsible for the Agency's Compliance Committee. Monitor and analyze individual feedback and make recommendations for service improvements as warranted. Initiate studies and direct the collection of data for analysis to trends and/or patterns of care, treatment interventions, practitioner performance, non-clinical support activities, to identify successful activities, opportunities for improvement and to minimize problems and risk. Oversee the HIPAA Privacy and Security Officer and all activities related to the development, implementation, maintenance of, and adherence to DBHS policies and procedures related to the privacy and security of individual health information. Oversee the DBHS Advisory Board annual evaluation process for DBHS Services. Review reports and address issues as presented. Assist and support the development and implementation of specific Continuous Quality Assurance goals. Create committees, as needed.

Responsible for departmental budget. As an executive team member, supports the management of the Agency's overall budget. Manage the Agency Service Agreement process with external providers. Responsible for managing the Behavioral Health Clinical Credentialing process.

Supervises staff through job coaching, motivation, and teaching. Review and approve all staff paperwork including monthly time sheets, expense reports, requests, etc. Participates on the Capital Improvements Committee. Attends professional related training and state required training as needed. Perform other related duties as assigned.

This position has a shared responsibility for assisting the Agency's executive team with overseeing and monitoring the Agency's operations 24/7. This position may be required to work remotely during scheduled times off, off hours and/or weekends, or have the need for flexibility to work remotely during regular business hours, and therefore this position is considered an ongoing hybrid position for business necessity.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
    • On occasion, you may need to work hours outside of the set work week to complete projects, meet work demands, or in the event of an emergency.
  • Upon hire, new staff begin training and are on probation for 6 months. New staff may be eligible for a hybrid of on-site and remote work after 3-months of employment.

    • Position may be located in Bedford or Somerset County. If a Bedford applicant is selected, the position will be located in Bedford. If a Somerset applicant is selected, the position will be located in Somerset. Position must travel to opposing county as needed, projected to be 3 days per week in home location and 2 days per week in opposing county.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in personnel management, budgeting, and procurement; and such training as may have been gained through graduation from a four year college or university; or
  • Any equivalent combination of experience and training.
