THE POSITION

About WCSO
The Washington County Sheriff's Office (WCSO) is a full-service law enforcement agency located in Hillsboro, Oregon, serving the residents of the county's urban and rural areas. WCSO enhances public safety by fostering professionalism, compassion, and trust within its team and the communities it serves. WCSO is the primary first responder for unincorporated residents, offering services from routine patrol and crime investigation to specialized teams. The WCSO also operates the county's only jail and provides services to cities within the county on a contract basis.

The Opportunity!
The Financial Analyst position is part of the Business Administration team that provides HR liaison support, payroll and timekeeping, financial support, contract coordination, and equipment and supply issuance. The Financial Analyst position at the Sheriff's Office is responsible for developing and monitoring a budget for the Washington County Jail and its programs. This position partners closely with other staff and division leadership to build and monitor budgets and ensure the long-term fiscal health of the organization. This includes a high volume of reporting and analysis of financial data and communication to leadership as it relates to the financial position of various divisions, grants, and programs. The Financial Analyst is a supervisory position that leads a team of six employees.

Our ideal candidate is a detail-oriented individual with knowledge of governmental finance and accounting practices including budgeting and financial forecasting. They will have excellent communication skills, work accurately under time constraints, and exercise judgment in responding to and resolving issues. A service-minded individual that prioritizes building and maintaining cooperative working relationships is essential to the team and office. Additionally, they will be comfortable in areas in which AIC's (Adults in custody) may be present.


ESSENTIAL JOB DUTIES

Key responsibilities of this position include:
1. Administer the jail budget, including preparation, monitoring, analysis, reallocation and forecast projections.
2. Prepare data for division command, presentations and reporting purposes.
3. Financial management of jail grants.
4. Coordinate capital asset inventory audit.
5. Update and maintain IT hardware inventory and complete annual audit for budgeting purposes.
6. Coordinate Jail contracts
7. Assign revenue and expenditure costing allocations to transactions.
8. Review and approve transactions and division requests for budget monitoring.
9. Track and compile data for reporting, allocation, and analysis.


MINIMUM QUALIFICATIONS

Education and Experience:

  • A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing; OR
  • An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing; OR
  • Six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of experience must be in the public sector.

Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:

  • This position will require the completion of an extensive background check conducted by the Sheriff's Office.
  • May require the incumbent to pass a credit check.

The background Investigation for this position typically take 6-8 weeks to complete so you will want to plan accordingly. The information that will be required when you complete the Personal History Statement includes, but is not limited to:

  6. Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the successful candidate(s) and extend an offer of appointment, conditional on passing a post-offer drug screen.
  7. Start Date: A start date will be determined after all conditions of employment have been met
