The Alaka`ina Foundation Family of Companies (FOCs) potentially has a need for a Program Manager to support our government customer located in Norco, CA. DESCRIPTION OF RESPONSIBILITIES:
- Provide Program Management support over Military Facilities Operations & Maintenance (O&M) Contract.
- Responsible for the performance of the contracted scope of work and has full authority to act for the company on all matters relating to daily support of contract requirements. Prior to any absence, ensure the alternate Acting Program Manager has been crossed trained for him/her to pick up any outstanding duties and carry out day-to-day responsibilities.
- Serve as Direct Supervisor for up to twenty-five (25) program personnel.
- Ensures adequate number of people with the necessary technical, professional and management skills and expertise are always on hand to ensure work on facilities are performed to code, contract requirements, and with best industry practices.
- Ensures and when necessary, documentation tasks such as records, documents, inspections, reports, correspondence, calibrations, calculations, and all other documents and records, together with any charts, graphs, tables, illustrations, photographs, images, and other illustrative, explanatory, historical, or analytical material, related thereto or independent thereof, regardless of the medium (or media).
- Ensure that all equipment and systems supporting the NSWC Corona ISS program at all locations are maintained as part of the preventive maintenance program and in accordance with documented specifications for each asset.
- Ensures environmental compliance; supports audits and inspections; and supports documentation of all work performed under this contract.
- Ensures Site Safety compliance; supports audits and inspections; and supports documentation of all work performed under this contract.
- Ensures appropriate equipment and warranty information is properly kept in the Governments ARCHIBUS program database.
- Responds to all Emergency/Urgent telephone calls outside of normal work hours within one (1) hour.
- Ensures company personnel are available and on the job site and working within one (1) hour after receipt of any Emergency/Urgent call received outside normal work hours.
- Responsible for providing services as needed to reduce disruption to mission activities. Ensure that any action or outage that will change the primary function or performance of any building system is performed during a time that will least likely disrupt mission activities. This will require major activities on core systems to be performed during a later shift, on weekends, holidays or during outage periods. As the Program Manager, it is his/her responsibility to ensure that all labor, tools, supplies and equipment for these efforts are documented for customer visibility.
- Ensures that the Government owned ARCHIBUS system is used to plan, manage, schedule, track, record and fully document all work performed. Maintain and update the ARCHIBUS database to include the complete equipment inventory, job plans, Preventive Maintenance Orders (PMO)s, Corrective Maintenance Orders (CMO)s, Project work Orders (PWO)s (i.e., unscheduled maintenance and/or repair work), labor and materials data, subcontractor services, and any other data elements as specified by the customer.
- Ensure that personnel operating the ARCHIBUS system are adequately trained. Conduct ARCHIBUS training of personnel to assure proficiency in tasks such as data input, databases, graphics, report outputs, processing, as well as concepts of facility maintenance, operation & repair.
- Ensures that personnel operating and performing preventive maintenance on the building systems, or working around these systems, shall be fully trained, experienced and certified/licensed where required by federal, state or local law for performing the required tasks to ensure that all systems meet required health, safety and environmental standards.
- Ensures that, before performing Operations and Maintenance duties, all maintenance personnel have received the necessary O&M training/certificates concerning their respective responsibilities for any specific software required, systems, and/or equipment. Training records shall be captured for employee records and kept available for management and client review.
- Ensures all personnel performing under this contract are informed of, and execute their daily duties respective of, the Company Safety Program and the Government approved "Safety Plan".
- Meet with a Government Representative on a weekly basis for task updates and attend weekly and monthly staff meetings.
- Provide analysis of trends, cost forecasts, and recommendations related to skills and labor category requirements, workload planning and task management for the performance of the assigned tasks.
- Submit a monthly personnel roster.
- Provide a written monthly status report for each subtask to the Task Order Manager and to the individual subtask manager or designated Government Representative. The monthly report shall address progress toward program milestones and performance measures.
- Provide a monthly financial report, which shall address the status of funding.
- Provide Check In and Check Out Reports as required, the Management Plan, the Accident/Incident report and the Training Planning Process Methodology Report.
- Reassign work and apply workload balancing as needed when imitations/restrictions affect task completion or progress.
- Perform daily safety checks, walk abouts and quality assurance checks on employees for all taskings.
REQUIRED DEGREE/EDUCATION/CERTIFICATION: Bachelor's Degree Preferred REQUIRED SKILLS AND EXPERIENCE:
- Minimum of five (5) years' experience managing Government/DoD programs/contracts.
- Must be highly adept in all aspects of O & M / construction operations including planning, scheduling, staffing, recruiting, management, training, teambuilding, estimating, contract negotiation / management, budgets and expense control, logistics, site operations, subcontractor management, safety, security, risk management, quality control, commissioning, and reporting.
- Must possess detailed knowledge of construction and maintenance processes and systems including HVAC, mechanical, electrical, specialized piping and cost estimating.
- Thorough working knowledge of electrical building codes, OSHA requirements and other safety codes.
- Skilled in O&M and facilities management in classified venues requiring strict attention to security measures.
- Highly developed troubleshooting and problem-solving skills, providing innovative solutions to complex issues and problems by quickly identifying the root cause of difficulties.
- Possess excellent written and oral communication skills. Clear and articulate speaker; concise and effective writer with a reputation for quickly establishing / maintaining effective rapport with individuals of diverse backgrounds.
- Medically and physically fit and capable of completing demanding tasks under adverse conditions.
- Must pass an annual "Fit for Duty" physical and meet all the necessary medical requirements to wear all types of respirators and perform the physical requirements of the job.
- Must pass the required respirator fit test and maintain the requirement.
- Must be physically able to climb all types of ladders, a-frame, vertical, extension etc.
- Must be physically able to climb up on and maneuver on raised walkways and platforms with limited access.
- May be assigned other collateral duties as required.
DESIRED SKILLS AND EXPERIENCE: Preferred - seven plus (7+) years' experience managing Government/DoD programs/contracts of a similar nature. REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be U.S. Citizen
- Must have or be able to obtain and maintain an Active Secret Clearance.
