BASIC PURPOSE

Under the supervision of the Divisional Secretary for Program, the Divisional Social Services Director will oversee, and where appropriate, provide technical assistance, to all social services in the division. The scope of responsibilities also includes oversight of direct reports in homeless services, workforce development programs, social services and compliance to received grants. Support of programming and encouraging and evaluating adherence to the policies and procedures of The Salvation Army will be major components of this position. Professionalism and adherence to Christian values are part of personal and official conduct. The Divisional Social Services Director will discharge the duties and responsibilities of the office consistent with Salvation Army mission principles, standards and policies and procedures, in keeping with sound social work ethics, values and compassion for people.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Social Services Policy and Delivery



  1. Serve as liaison on social service matters between the field and administration.
  2. Communicate, along with training, with and advise administration, officers, and program directors on matters relating to social service policy and delivery. Maintain familiarity with Salvation Army policy and procedure, and applicable state and federal laws to be done with 0regular site visits and area-wide training scheduled as needed.
  3. Evaluate social service program operations, use of personnel, facilities, and financial resources.
  4. Conduct program reviews and provide recommendations regarding all aspects of the program.
  5. Assist in standardizing social service policies and procedures.
  6. Disseminate social services and program information to units.
  7. Provide information and analysis to administration and the field regarding current public issues and their impact on Salvation Army programs.
  8. Review grievance and incident reports to identify possible patterns that need remedy.
  9. Conduct timely investigations and make recommendations to mitigate client and staff grievances
  10. Support workforce developments programs through technical support and processing of agreements between accredited instructors and the field.
  11. Identify funding opportunities to expand mission-based Corps and program services that address community needs.
  12. Adhere to all department policies and procedures related to finance, HR, property and business.



Program Development and Evaluation



  1. Advise and assist units in preparing and submitting proposals to the Divisional Program Council.
  2. Serve as Secretary for Divisional Program Council. Develop schedule and agendas, assist in proposal presentations, follow-up on recommendations and generate DPC Minutes.
  3. Responsible for all DPC correspondence with corps officers, program directors, DPC members, Divisional Commander and Territorial Program Council.
  4. Utilize the TSAMM system for DPC proposals, meetings and correspondence.
  5. Responsible for DPC files and tracking system on all proposals.
  6. Assist and advise on preparation of grant applications, TL Williams proposals, and other applications as needed. Collaborate with the Divisional grant writer for funding opportunities
  7. Work with corps in the development of new programs.
  8. Conduct program reviews and evaluations.


Personnel



  1. Supervise and monitor the Pathway of Hope coordinator (POH) and implementation POH throughout the division.
  2. In partnership with DHQ HR, assist units in filling social service positions, including development of job descriptions and interviewing candidates.
  3. Provide work orientation to new social services directors, as requested by the unit, and serve as liaison with Divisional Headquarters.
  4. Provide career counseling/mentoring for employees regarding social service career opportunities within The Salvation Army.
  5. Perform other reasonable duties as assigned


Contracts



  1. Ensures completion and submission of applications and of required annual reports for contracts and grants
  2. Review government program contracts and advise administration of potential problem areas.
  3. Negotiate changes of contractual agreements with corps and government agencies.
  4. Work closely with Program Dept/Contracts Manager regarding the processing of government program contracts.
  5. Keep up to date on all federal state and local laws related to the field of social services



KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS



  1. Preferred MSW or master's degree in related field


2.Minimum 5 years' administrative experience, preferably within The Salvation Army

3.Ability to work with minimal supervision

4.Strong verbal and written communication skills

5.Ability to travel throughout the division and territory as required

6.Computer literate

CERTIFICATES, LICENSES, REGISTRATIONS:



  1. Must possess a valid California Class C Driver License, and ability to drive a Salvation Army vehicle
  2. Must be 21 years or older.
  3. Complete The Salvation Army vehicle course training.



PHYSICAL REQUIREMENTS:



  1. Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis
  2. Ability to grasp, push, and/or pull objects
  3. Ability to reach overhead
  4. Ability to operate telephone
  5. Ability to lift up to 25 lbs. for administrative positions
  6. Ability to operate a computer
  7. Ability to process written, visual, and/or verbal information
  8. Ability to operate basic office equipment and tools PC, Fax Machine, Telephone, Calculator, Copier, Printer.
