THE POSITION

The Bureau of Driver Licensing is seeking to fill the position of Administrative Officer 2, who will take on the role of CDL Program Manager. This position is crucial for overseeing the administration of Commercial Driver License (CDL) skills testing activities, which are carried out by private organizations and school districts authorized by the Department. The individual selected for this role will be stationed at the state level and will have the exclusive responsibility for processing applications related to Third Party contracts, as well as training examiners to ensure they meet the necessary standards. Additionally, the CDL Program Manager will act as the primary authority on CDL matters for PennDOT, providing essential technical assistance and setting strategic objectives aimed at enhancing the efficiency and effectiveness of the CDL testing program. DESCRIPTION OF WORK

In this position, you will be responsible for preparing comprehensive written reports detailing the activities of CDL examiners and Third-Party Testing. Additionally, you will draft letters and memorandums to address inquiries from a diverse range of stakeholders, including the general public, government officials, industry representatives, and others. A solid understanding of contractual compliance and auditing standards is essential, as you will assess the performance of Third-Party organizations in relation to their contractual obligations. You will also oversee the process that allows Third-Party Testing Programs to access the Commercial Skills Test Information Management System (CSTIMS), ensuring that all procedures are followed correctly. Furthermore, you will evaluate the performance of CDL examiners against established benchmarks and maintain a reliable reporting system to track activities effectively. Your role will also involve providing technical assistance and promoting education on driver licensing and safety. It is crucial to ensure that all Departmental and PennDOT Maintenance examiners adhere to federal standards concerning examiner training. You will interpret Vehicle Code Department regulations and maintain updated files on Third-Party operations to ensure productivity aligns with federal requirements. Collaboration with the CDL Third-Party Audit Manager will be key to ensuring that both Third-Party Testers and Examiners meet federal and contractual standards consistently.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • This position is eligible for an alternate work schedule upon successful completion of probationary period.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Additional Requirement:
  • You must have a Class A Commercial Driver's License with N and P endorsements, with E, L, N, O and Z restrictions removed.
  • You must be able to perform essential job functions.

  • This position requires the selected candidate to undergo and pass a Fingerprint and Name-Based Criminal History Check prior to employment.
