Overview The System Specialist will play a critical role in managing and administering user access to the Oracle Customer Care and Billing (CC&B) system. This position ensures appropriate user permissions are provisioned for business users across all departments and operating companies (CECONY and Orange & Rockland). In addition to provisioning responsibilities, the specialist will support testing efforts related to system enhancements, code deployments, and Project Change Requests (PCRs) to maintain system integrity and compliance with internal security standards. This role requires a detail-oriented and technically skilled individual who can coordinate with business, IT, and system vendors to ensure timely access, support ongoing projects, and improve operational efficiency.
Responsibilities
Core Responsibilities
- Provision user access and manage role-based permissions across CC&B and other customer-related applications for Con Edison and Orange & Rockland.
- Maintain accurate access to documentation and user provisioning records for audits and SOX compliance.
- Ensure timely onboarding and offboarding of users in coordination with Security, IT, and departmental stakeholders.
- Collaborate with system owners, business leads, and technical teams to align access needs with job responsibilities
- Assist with monthly and quarterly audits of user access and segregation of duties.
- Troubleshoot and resolve provisioning-related issues and access errors.
- Support continuous improvement by identifying automation opportunities and improving provisioning workflows.
- Take a hands-on approach in managing the IT capital portfolio of projects. Provide guidance and develop standardized methods for effective technology project management.
- Ensure that all user provisioning activities comply with company policies and security standards. Conduct regular audits and recertification campaigns to maintain the integrity of user access.
- Effective Communication, ensure accurate, concise, clear, and timely transfer of information. This includes both written and verbal communication, ensuring that all messages are easily understood by the intended audience.
- Create and manage applications using PowerApps.
- Develop and maintain Excel VBA scripts for automation and data analysis
- Design and develop interactive reports and dashboards using Power BI
- Perform data extraction, transformation, and loading (ETL) processes
- Support Rate Case activities and interrogatories.
- Provide direct and/or indirect oversight of team resources, including instructing, directing, and overseeing the work of Business Integration personnel.
- Identify training requirements to the Section Manager and participate in the evaluation and selection of prospective additions to staff.
- Perform other related project tasks and assignments as required.
Qualifications
Required Education/Experience
- Bachelor's Degree 3 years related work experience
- Associate's Degree 5 years of related work experience
- High School Diploma/GED 7 years of related work experience
Preferred Education/Experience
- Bachelor's Degree Degree in Business, Economics, Accounting, Finance, Engineering, Information Technology or related field is preferred 3 years related work experience
- Associate's Degree Degree in Business, Economics, Accounting, Finance, Engineering, Information Technology or related field is preferred 5 years of related work experience
- High School Diploma/GED Degree in Business, Economics, Accounting, Finance, Engineering, Information Technology or related field is preferred 7 years of related work experience
Relevant Work Experience
- Supervisory or project management experience. Required
- Must possess excellent interpersonal, oral and written communication skills. Must have the ability to effectively interact with customers, support staff and various levels of management. Required
- Computer literacy and proficiency in Microsoft Office Suite. Required
- Must be able to transfer knowledge to peers and train staff. Required

- Proven experience with Oracle/SQL databases and writing complex SQL queries. Required
- Strong proficiency in database scripting and automation. Required
- Hands-on experience with PowerApps for building business applications. Required
- Advanced skills in Excel, including VBA scripting. Required
- Experience in developing reports and dashboards using Power BI Required

- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
