Job Purpose and Reporting Structure
Under the direction of the Director of Homeless Services, the Homeless Services Manager is responsible for the day-to-day operations of the Street Outreach, PATH (Project for Assistance in Transition from Homelessness), and Rapid Rehousing programs. This position directly supervises frontline staff, ensures program compliance and fidelity, manages internal reporting processes, and fosters professional development and coordination across teams. The Manager works in close partnership with the Director to operationalize the department's strategic vision and maintain high-quality service delivery.
Essential Duties and Responsibilities
The essential functions include, but are not limited to:
Supervise and support all program staff, including case managers, outreach workers, navigators, and lead staff.
Conduct regular performance evaluations and manage staff scheduling, coverage, and team dynamics to ensure operational efficiency.
Monitor internal data systems and generate accurate, timely reports for the Director's review.
Ensure timely completion and quality of documentation, client assessments, and case planning activities.
Facilitate regular team meetings to promote communication, collaboration, and accountability across programs.
Coordinate onboarding of new staff and implement ongoing training aligned with program requirements.
Track and ensure completion of all mandatory staff trainings as outlined by agency policies and funding guidelines.
Review and approve employee timecards, leave requests, and other personnel-related documentation in compliance with agency standards.
Support quality assurance efforts by conducting regular file audits and incorporating staff feedback for program improvement.
Participate in weekly street outreach alongside staff to provide field-based supervision, ensure service alignment, and maintain client engagement.
Troubleshoot and resolve daily operational issues; escalate complex or high-risk situations to the Director as appropriate.
Represent the agency in external meetings with partners, funders, and community stakeholders as needed.
Supervisory Responsibilities
This position directly supervises frontline staff and team leads across the agency's homeless services programs. Responsibilities include coaching, performance management, scheduling, and fostering a collaborative and mission-driven team culture in accordance with agency policies and procedures.
Education and Experience Requirements
Bachelor's degree in Social Work, Human Services, Public Administration, or a related field required; Master's degree preferred.
Minimum of three (3) years of relevant experience in homeless services, case management, or community outreach, with at least one (1) year in a supervisory or leadership role.
Strong knowledge of homelessness systems, trauma-informed care, and housing-first models.
