Description
Salary range is $61k to $155k, with a midpoint of $108k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including:

GENERAL PURPOSE: Provide analytical expertise and compensation support for the Agency's compensation programs. Complete compensation surveys, job analysis, and assist in pay class studies. Provide statistical reports on a regular basis to HR, other agency groups, and Executive Leadership. Serve as a technical resource to the Senior Total Rewards Program Manager, other HR team members, and managers on compensation matters. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Reviews new positions in anticipation of recruitment to ensure appropriate FLSA and pay grade classification. Assists managers in modifying and creating new job descriptions which accurately reflect current roles, responsibilities, and requirements.
- Maintains current job descriptions/classifications on the Applicant Tracking system and Job Description and Compensation tool. Regularly audits positions to position control. Validates the vacant positions to position control on a regular basis in coordination with Talent Acquisition and Budget.
- Reviews and recommends salary placements for new hires and promotions as requested.
- Reviews manager's requests for job reclassification and makes classification/pay grade recommendations. This includes reviewing job descriptions/classifications, conferring with managers, evaluating jobs, and making recommendations on appropriate pay grade level with consideration for internal equity and external market. Handles administrative steps to formalize recommendations for approval. Communicates with managers regarding the result of the review.
- Monitors and maintains compensation structure in support of agency activities. Serves as a subject matter expert on the compensation philosophy and structure.
- Supports the Senior Total Rewards Program Manager in conducting the annual compensation study. Analyzes market pricings, job experience, and internal equity for all agency staff. Ensures recommendations fall within approved agency budget. Provides support in meetings with Executive Leadership to present recommendations and obtain feedback and approval. Partners with Chiefs of Staff and managers to provide documentation to all impacted staff.
- Leads activities and conducts agency-wide compensation training and provides technical advice and counsel to other Agency staff.
- Participates in compensation surveys and analysis with vendors, local jurisdictions, peer companies, and other groups. Conducts custom compensation surveys to gather and maintain current market data for industry specific and critical positions. Maintains relationships with peer agencies to facilitate knowledge sharing.
- Ensures compliance of compensation and classification programs and practices. Partners with Legal, Finance and other agency groups to audit compensation programs.
- Leads other special projects/programs as requested; may serve on various committees as assigned; attends and participates in professional group meetings.
- Serves as backup to the Total Rewards Specialist for new hire entries, organization chart development and maintenance, and other as assigned.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Human Resources, Business Administration, Finance, Statistics. Four years of analytical compensation or Human Resources experience in a similar sized company; Or an equivalent combination of education and experience. Preferred Licenses or Certifications:
- CCP (Certified Compensation Professional) or a similar compensation certification.
Required Knowledge and Skills:
- Knowledge of general HR practices and confidentiality issues.
- Compensation programs and ability to gather market data.
- Demonstrated experience consulting and solving HR business problems.
- Advanced knowledge of Excel, Word, Visio, and other MS Office products.
- Experience with compensation/HRIS systems preferred.
- Experience with developing, implementing, and meeting functional budget.
- Maintaining confidentiality and communicating with tact and diplomacy.
- Analytical strengths, attention to detail, and ability to problem solve and perform audits of daily work.
- Ability to interact with third party contacts; such as consultants, other companies, and compensation groups.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
- Interpreting and administering human resources policies and procedures and in effectively gathering and analyzing data to develop reports and recommendations related to human resources programs and functions.
- High customer services skills, shown through the ability to use judgment in balancing the needs of the customer while considering the policies and procedures of the company.
- Ability to work in a culturally diverse environment.
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets.
- Identifying and resolving problems in a timely manner using sound judgment.
