SUMMARY

Reporting to the COO, Commissioners and the Board of Managers, the Executive Director of the Youth Center is responsible for managing a 36 bed secure detention residential program and a 12 bed non-secure emergency shelter program. The Executive Director is responsible for the implementation of policies and procedures in compliance with state rules and regulations. The Director must be familiar with the Child Protective Service laws, JCJC Secure Detention Standards and the Juvenile Act.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responds to changes and complies with governmental regulations (DHS 3800) for licensing.
  • Provides planning to meet the facility demands and staffing requirements.
  • Is accountable for the Health and Safety of the residents being served and employees.
  • Administers the budget and maintains accurate financial records.
  • Carries out personnel management functions. Hiring/ Progressive Discipline; evaluates supervisory personnel performance; assists in negotiation and administration, collective bargaining agreements; and ensures staff is adequately trained to perform job functions.
  • Acts as liaison between department and other County departments, local law enforcement officials, social service agencies, various committees and the community.
  • Establishes goals and priorities and implements standards, programs, policies and procedures for facilities in combination with Board of Managers, judiciary and Court Administrator.
  • Provides direction, and assists with guidance to staff on complex challenges.
  • Maintains inventory of capital equipment; ensures all facilities are properly maintained and serviced.
  • Effectively coordinates various functions of the agency as they relate to Regulatory Compliance Program Effectiveness and the Juvenile Justice System.
  • Functions as a 24/7 On-call administrator.
  • Related duties as assigned.

QUALIFICATION REQUIREMENTS

  • Masters Degree in social sciences or public administration with 10 years of successful progressive administrative experience in the juvenile justice system.
  • Extensive knowledge of the Juvenile Justice System.
  • Thorough knowledge of available community resources.
  • Excellent communication skills; both written and verbal.
  • Ability to maintain harmonious relationships with public, employees and interdepartmental personnel.
  • Must possess a professional demeanor and have good moral and ethical character.
  • Experience in managing a 24/7 facility preferred.
  • Knowledge of DHS 3800 Regulations preferred.
  • Must have criminal history record check, child abuse, FBI clearance and drug screening prior to employment.
  • Must have a physical examination report from a licensed physician prior to employment.
