The State Highway Administration's (SHA) Office of Materials Technology (OMT) is currently recruiting for an executive service Division Chief - Soils and Aggregate Technology (Administrator VII) in Baltimore City. This position is open to anyone who meets the preferred qualifications listed below.


Nature of Work: This position reports directly to the Deputy Director of Material Quality of the Office of Materials Technology (OMT) and will be responsible for the management of the Soils and Aggregate Technology Division consisting of permanent and consultant staff. This is an operation management position and technical lead position for an experienced engineer in the field of highway construction materials, soil and rock mechanics, and geotechnical engineering. The Division Chief will be expected to conduct work independently with little to no guidance or direction, will be responsible for the performance of the Soils and Aggregate Technology Division (SATD) as a whole and will represent the division for State Highway Administration (SHA). The Soils and Aggregate Technology Division (SATD) Chief will review work and manage division operations by applying management techniques, engineering theories, principles, policies, and standards to a variety of efforts related to geotechnical and pavement material design, laboratory testing of construction material, material quality assurance in the laboratory and during field construction operations, and material research and innovation, and operations improvement.

The SATD Chief must ensure the soils, aggregates and related materials component of the Maryland Quality Assurance Program meet the requirements of 23 CFR 637 Subpart B Construction Inspections and Approval: Quality Assurance Procedures for Construction. The focus of the SATD Chief is to ensure that the division is operating efficiently, effectively and in a high-quality manner. As a technical leader, the SATD Chief will be expected to review all work conducted in the division and to be able to recognize errors or concerns. As a supervisor, the Division Chief will be directly responsible for the development of the Assistant Division Chief (ADC) - Laboratory and ADC - Field Operations and indirectly involved with the development of all division staff. The Division Chief must provide technical direction and leadership to both the field operations and laboratory operations sections and will represent SHA to speak on soils and aggregate related issues within and outside of SHA. Qualifications

Preferred Qualifications:

Experience: Six (6) years of experience in administrative or professional work.
Three (3) years of the general experience must have involved materials science/engineering, geotechnical engineering, or managing engineering design/construction projects with one (1) year at the supervisory level.

The ideal candidate will have the following:

  • Two (2) years of experience working in the Federal or State Government.
  • Technical knowledge, skills and abilities in soil and aggregate material engineering principles, practices and procedures
  • Ability to use good judgment in the application of soil and aggregate material engineering principles and practices
  • Extensive soils and aggregate materials or geotechnical engineering/science and construction background and technical experience
  • Graduate level degree in materials or civil or construction engineering
  • Managerial experience in a capacity responsible for planning, directing, managing and administering materials management, and field and office operations, including managing managers
  • The ability to effectively supervise and utilize subordinate staff
  • Excellent communication (verbal and written) skills
  • Problem solving and decision-making skills
  • Excellent partnering skills and ability to provide excellent internal and external customer experiences by establishing and maintaining effective working relationships with other employees, material suppliers, contractors, other offices/agencies and the public.
  • Ability to review invoices, assign tasks, and assure high quality of work performed within a team

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.

Special Requirements:

The selected candidate must be available for emergency call-up for weather related (i.e. winter snowstorm, hurricanes, tornadoes, floods etc.) and other emergencies during non-business hours.
