Scope of Work:

The Sub-contract Coordinator reports directly to the Contract Manager to provide an oversight of compliance with Contract obligations to include service order completion, employee productivity, service order cost oversight, review of pending Davis-Bacon service orders, and service order priority downgrades. The coordinator shall also act as a liaison between the T&H Services Shops and the COR for approval of certain exceptions to Contract standards. The Sub-contract Coordinator will perform the following functions:

Responsibilities:

  • Once Shop has determined that a Subcontract is required for on Contract Work, the Sub-contract Coordinator will request quotes from at least 3 vendors to perform the work.
  • The Sub-contract Coordinator will choose the best value vendor to perform the work.
  • The Sub-contract Coordinator will create a PO to Award the work to the chosen Vendor at the Quoted Price Agreement.
  • Interfaces with the Vendor once work has begun and monitors and supports the Vendor to Completion of the work.
  • Responds to Government RFP's with Quotes for CLIN 100 Project requests.
  • Requests Quotes from at least 3 Vendors for CLIN 100 Project Subcontract efforts.
  • Prepares Package for Proposal Submittal with choice of Subcontractor to perform the work.
  • Submits the Proposal Package to the PM and Business Ops Manager for approval and submittal to the Contracting Officer.
  • Once the Contract MOD is awarded to KIRA, the Sub-contract Coordinator will Award the Contract to the Vendor by placing a PO.
  • Interfaces with the Vendor once work has begun and monitors and supports the Vendor to Completion of the work.
  • Works with the PM and Business Operation Manager by keeping them informed of Project Status and Completion Dates for Revenue Projections.
  • Adhere to company policies, procedures, and safety regulations.
  • Performs other duties as assigned.

Requirements:

  • Must have a minimum of seven (7) years of related experience with government contracts
  • Must be an expert working with Various types of Trades Vendors performing Construction and Repair Projects.
  • Must have background Managing Construction Projects
  • Must be able to distribute quotes to Vendors based on Engineering Statements of Works (SOWs) for various types of construction and repair projects.
  • Must be able to prepare Proposal Packages with Basis of Estimates and Quotes for submittal to the Business Operations Manager for Pricing.
  • Must have experience Creating POs and working with an approved Purchasing System.
  • Must be very familiar with the Operations aspect of a Military Base and understand the Government Work Order Process and the CIVIL Engineering Mission
  • Advanced computer skills including MS Office (Excel, Microsoft Word, Power Point and Outlook)
  • Strong communication and writing skills
  • Advanced analytical and time management skills
  • Strong organizational skills, ability to multi-task and to provide independent judgment in supervisory decision making
  • Understand and use computer maintenance management systems, MAXIMO
  • Experience working on government contracts, strongly preferred
  • Experience working with Davis Bacon, preferred
  • Must possess and maintain a valid state driver's license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Education: High School Diploma or equivalent, bachelor's degree preferred.

Licenses, Certifications and Registrations: Must maintain a valid state driver's license.

Physical Demands / Work Environment:

  • Physical requirements include (but are not limited to) the ability to lift 25 pounds, pushing, pulling, carrying, stooping, bending, squatting, and reaching for long periods of time.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
  • Work may be performed indoors or outdoors in varying weather conditions. Must be able to work in confined spaces, at heights, and around various hazards with appropriate PPE.
