Job Summary

This position will provide experienced cost estimation, benefits quantification and operations research analysis support to the Federal Aviation Administration (FAA).

Years of Relevant Experience

The position requires 15+ equivalent years of experience in cost estimation, software estimation, cost-benefit analysis, operations research, or technical analysis. Specific experience with the Federal Aviation Administration (FAA) is desired.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

  • Individual will perform cost analyst duties, responsible for overall development, evaluation, and quality assurance of cost estimates, including ad-hoc special studies, in support of investment decisions for information technology systems. Specific knowledge of IT systems, SW estimation, and HW/SW integration is desired.
  • Analysts will perform cost analysis for program baselines, develop budget and life cycle cost estimates, run sensitivity analyses, and conduct acquisition and contract evaluations and analyses.
  • As part of a larger management consulting team, the analyst will be required to lead teams through the completion of work products, develop creative options and alternatives, and work collaboratively to develop business case solutions for FAA clients, including the development of shortfall analyses, benefits quantification, and economic analysis in support of program acquisition and operational systems evaluation.
  • Individuals will provide analytical solutions, including development of program life cycle cost estimates (LCCEs), evaluation/review of LCCEs, economic analysis such as Net Present Value (NPV), Return on Investment (ROI), and Internal Rate of Return (IRR), and other business case documentation for a wide range of investment analysis tasks.
  • Individuals will be required to contribute effectively to working groups through oral and written communication and cooperative working relationships
  • Individual will be proficient in data collection, data normalization techniques, statistical analysis, performance metrics development and tracking and other mathematical/operations research techniques and methods.
  • Individuals will also support process and policy improvement for operations research and modeling guidelines, including research and assessment of operations research tools.
  • Experience with dashboard/visualization development (using programs such as Tableau)

Education Requirements

Bachelor's degree required, preferably in Engineering, Math, Operations Research, or Finance. The individual must have at least 24 semester hours in any combination of fields: including accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required. Master's degree is a plus

Skills Requirements

  • Certified Cost Estimator/Analyst (CCE/A) designation from the International Cost Estimating and Analysis Association (ICCEA)
  • Proficiency in use of cost estimating and risk tools such as ACEIT, SEER-SEM, @RISK and Crystal Ball.
  • Knowledge of FAA NAS systems, investment analysis, solution development & implementation
  • Experience managing client relationships
  • High level of proficiency with MATLAB, SAS, Python, Java/C++/VBA and MS Office Products
  • Experience with SQL and Database Management
  • Experience working with large datasets

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Must meet eligibility requirements for a US Public Trust security clearance.

Travel

Occasional travel required as needed by client/s and/or company
