Position Summary

The IRAD (Independent Research & Development) Manager is primarily responsible for managing the successful completion of all IRAD projects within established schedule and budget constraints.


Duties And Responsibilities
  • Manage a portfolio of IRAD projects consistent with Oceaneering values and guidelines with respect to safety, quality, and business ethics.
  • Apply knowledge of project management competencies to manage the core elements of all IRAD projects including scope, schedule, cost, quality, resources, risks, procurement, and communication with stakeholders in order to meet project objectives.
  • Lead a cross functional team of engineers (electrical, mechanical, systems, software), drafters, designers, technicians, and consultants. Assign tasks as guided by the project plan, set, and communicate clear expectations.
  • Establish a stage-gate process to execute IRAD projects with clear pass/fail criteria for each stage.
  • Lead qualification and testing processes to ensure products meet standards (MIL, ISO Oil and Gas, ABS) to gain approval for production.
  • Recommend to Upper Management to stop or eliminate an IRAD based on viability of project due to changing market dynamics or other strategic reasons.
  • Lead stage gate reviews of IRAD projects with relevant stakeholders on a regular schedule.
  • Collaborate with Business Development, Programs, Customers, and other Oceaneering Business Units to identify and maintain a steady list of potential IRAD projects.
  • Create a basis (ROI) to down select from the list of potential IRAD projects.
  • Obtain Upper Management and Stakeholder approval for the selected IRAD projects and their associated budgets.
  • Provide status of IRAD projects to Upper Management and Stakeholders via monthly reviews.
  • Provide input to annual operating plan (AOP) on IRAD projects.
  • Interface and collaborate with key stakeholders throughout the development, planning and execution of projects. Autonomously assess the need for disseminating and retrieving pertinent information and communicate with all organizational levels as necessary.
  • Compile and synthesize complex data, analyze outcomes, and prepare reports for ongoing process and outcome review for senior management. Responsible for the research and data compilation from a variety of internal and external resources to provide support for research, proposals, reporting, recognition, and regulatory compliance. Reports include, but not limited, to graphical representations of data, oral presentations, written reports, and visual presentations.
  • Support the company's objective of continuous improvement by reviewing, incorporating, and contributing to lessons learned, and suggesting changes to process and procedure to improve the quality, efficiency, and effectiveness of project execution.
  • Additional duties in Project Management may be assigned as needed.
  • Assist PMO in Process and Continuous improvement activities.
  • Prepare and support Government initiated IRAD audits.
  • Create and manage data rights protection plan for IRAD components.
  • Work with contracts and program managers to deploy IRAD products into programs.

Qualifications
  • Bachelor's degree, with a major in an Engineering discipline preferred.
  • Minimum 8 Years of work experience in engineering.
  • Minimum 3 years of New Product Development or IRAD work experience.
  • PMP/CAPM Certification or achieved within 3 years.
  • Experience working with DoD programs and or Underwater Systems.
  • Ability to obtain/maintain security clearance- TS/SCI preferred.
  • Technical writing and editing skills.
  • Strong interpersonal skills.
  • Ability to interact with internal and external stakeholders.
  • Ability to support technical reviews of various documentation and other project deliverables.
  • Strong written and verbal communication skills.
  • Ability to prioritize and balance multiple tasks and work independently.
  • Strong skills in Excel and other Microsoft Office products.
  • Knowledge of Project, Contract and Data Rights Comprehension, FAR/DFAR.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

We offer a comprehensive and competitive benefits package. Annualized pay for this position : $128,350 -$173,650.
